SUMMARY: WR has an opportunity for a Proposal Manager to facilitate the entire proposal/RFI development process (capture thru submission) to ensure a compliant, compelling proposal submission from start to finish.
Position responsibilities will include, but are not limited to the following:
- Manage proposal development process, schedules, and balancing deliverables for multiple bids and business development efforts simultaneously.
- Maintain operational control of technical proposal documents.
- Lead proposals by acting as Section Lead or Volume Lead as required.
- Develop, socialize, and vet compliance matrices, the annotated proposal outlines, and the master schedules.
- Direct the writing team; send correspondence regarding writing assignments, schedule, data calls, and questions to the Government to contributors and subcontractors.
- May act as a Proposal Writer.
- Incorporate input from team to produce color review drafts (Pink, Red and Gold) and final submission.
- Communicate status to Capture Manager at all phases.
- Perform rigorous quality assurance checks on draft and final documents.
- Manage post-proposal submittal activity. Maintains Proposal Ops library repositories of past proposals, resumes and past performance citations.
Candidates must possess the following knowledge, skills, and experience:
- Bachelor’s degree in Business Administration, Technical Writing, or related field.
- At least five (5)+ years of experience supporting proposal writing and development efforts.
- Three (3) + years of experience in proposal development in a government contracting environment.
- Works well within a team environment and able to develop positive, working relationships at all levels of the organization.
- Ability to work in a fast-paced environment with demonstrated ability to handle multiple competing tasks in a timely and efficient manner.
- Strong analytical skills to gather and summarize data for reports, find solutions to various problems, and prioritize work.
- Strong communications skills with seniors, peers and subordinates; written, verbal, in-person, virtual.
- Advanced skill in Microsoft Office Product, Formal Shipley Proposal training.
