About the Job
The Proposal Manager manages, writes, coordinates, and prepares proposals in response to requests for proposals (RFPs), requests for information (RFIs), prequalifications (prequals), and requests for quotes (RFQs) from government and commercial prospects. Tasks include writing or editing proposal sections, designing compelling proposal graphics, maintaining schedules, organizing resources, coordinating inputs and reviews, ensuring bid strategy implementation, ensuring compliance, resolving internal team issues, and providing process leadership.
This position will work within the Proposals Team, report to the SVP of Business Development and Strategy, and work closely with the executive management and senior staff in defining and creating winning proposals. The Proposal Manager must be an effective team leader capable of determining the requirements for each proposal effort. They will coordinate with business development, operational and divisional contributors, and possess flexibility to adjust to frequent changes in requirements. Knowledge & Skills

Administrative

- Excellent technical writing and editing skills; technical writing background a plus
- Strong interviewing and editing/writing skills: thorough knowledge of grammar, spelling, and composition, as well as oral communication, and interpersonal skills
- Ability to develop compelling themes, discriminators, and messaging to communicate value proposition
- Demonstrated training and experience in formal proposal management processes
- Strong organizational, planning, analytical, negotiation, and decision-making skills
- Self-directed with ability to work independently and effectively lead multiple projects in a fast-paced, dynamic work environment
- Comfort with remote collaboration tools and geographically disparate teams
- Ability to effectively communicate and collaborate with senior leaders, capture managers, and proposal support teams

Education / Experience
- Bachelor's Degree or higher in Engineering, Business, Communication, Journalism, or English (will consider other majors as well)
- Five to seven years of relevant professional experience in proposal preparation, development, writing, and analysis
- Strong familiarity with proposal management practices, methods, and techniques is required
- A combination of education and experience may be considered
Preferred Qualifications
- Experience leading large competitive strategic proposals in $10 to $100M range
- Formal proposal training and/or certifications (e.g., APMP)
- Experience with Salesforce or similar CRM system is desired
- Federal Government proposal management, support, and/or writing experience
- Experience implementing standard proposal processes or procedures
- Experience managing minimum of 2-3 direct reports.

- Successfully manage the proposal process throughout the opportunity lifecycle from capture management and proposal creation through proposal award and debrief.
- Focus on overall planning, writing proposal/pre-proposal pieces, and coordinates the internal team and partner inputs for bid efforts.
- Work closely with the SVP of Business Development and Strategy and business development managers to manage major proposal efforts, including identification of needed proposal team members, timeline and action planning, and management of proposal.
- Perform detailed analysis of RFP/Q requirements including preparation of outlines, tailored checklists, instructions, compliance matrices, and templates.
- Help ensure vital flow of communication and task management between Corporate Sales, Capture Manager, , Operations staff, and other parties involved in the proposal process.
- Remain current on all solicitation modifications/Q&A and communicates them to the team; revise schedule, outline, and compliance matrix as necessary throughout proposal lifecycle.
- Lead and participate in proposal kick-off meetings, proposal updates, and milestone reviews to ensure proposal progress is aligned with the timeline.
- Conduct and contribute to strategy sessions to develop win strategies and themes, identify and assess competitors, and develop client hot buttons, including attending win/loss debriefings and developing lessons learned.
- Write, edit, and coordinate technical proposal sections as they develop (including managing file traffic/turnaround time) and maintain close liaison with technical/SME staff. Ability to contribute as a technical writer to any/all sections of a proposal.
- Utilize interviewing skills and work well with technical and non-technical SMEs to gather data and write compliant, compelling proposal content.
- Ensure proposed project personnel resumes accurately reflect their experience with the scope of work, highlighting directly relevant projects and or work with subcontractors / partners.
- Review and edit submissions from partners, ensuring their input meet specified requirements and expected level of quality. Manage and coordinate all data calls.
- Perform substantive reviews of both text and graphics, ensure the assigned writing sections comply with RFP requirements, contain win strategies and win themes, and comply with standard format and style criteria.
- Conduct post-proposal debriefing analysis and manage boilerplate libraries for various lines of business.
Administrative
- Work with SMEs throughout the company to ensure boilerplate is accurate and up to date, including experience project profiles, resumes, and key proposal sections.
- Maintain the proposal portal site for assigned proposals.
- Research relevant corporate, project, client, and industry statistics and data in support of creating proposal responses and business development opportunities.
- Update vendor portals as needed and during annual audits.
- Mentor junior proposal staff.
