Qualifications
Minimum Requirements
Bachelor's degree in English, Communication, Business Administration or
related field; or relevant work experience.
At least five (5) years of professional experience. Government
procurement, proposal writing, and project management experience is required.
At least two (2) years of management experience is preferred.
Valid state driver's license and the ability to safely operate a motor
vehicle required for travel to customer sites.
Ability to manage multiple projects simultaneously and prioritize
appropriately while meeting all deliverables and deadlines.
Excellent editing, organizational, and project management skills.
Strong interpersonal and leadership skills, with the ability to engage and
motivate diverse groups of internal and external stakeholders.
Excellent writing, editing, organizing and document layout skills.
Strong reasoning, analytical and problem-solving skills.
In-depth knowledge of MS Office suite.
Attention to detail.
Availability to work flexible hours during critical proposal milestones and
deadlines.
Ability to work with computers and the necessary software typically used by
the department.
Working Conditions: Encountered on a regular basis as part of the work this
job performs.
Typical office environment.
Evening and weekend work as needed to achieve deadlines with high-quality work
products and winning proposals.
Ability to travel occasionally with some overnight stays.
Use of standard office equipment such as copier, computer, keyboard,
telephone, and fax machine.
Must have clear vision at 20 inches or less and at 20 feet or more, the
ability to identify and distinguish colors, and the ability to adjust focus
in order to develop and review proposals.

Responsibilities
Summary
This position oversees the development of responses to Request for Proposals
(RFPs) and other proposal related documents. Responsibility includes the
overall quality of written and visual content and compliance with RFP
requirements.
Primary Duties and Responsibilities
Develops and helps implement the strategy for the department such as enhancing
the proposal department's approach and positioning the division for future
success.
Effectively manages and directs all stages of the proposal development
process. Plans and directs project schedules for RFP responses and provides
oversight of the proposal process from initial receipt through final delivery
including serving as the project architect in putting the design of our
response together.
Oversees work of the Proposal Writers and provides them with feedback,
direction, and training.
Collaborates with cross-functional internal departments to ensure that
proposal content is complete, accurate and timely. Directs cross-functional
employees to meet roposal objectives and requirements in an accurate and
timely manner.
Develops high impact content for proposals as needed. Conducts research and
interviews Subject Matter Experts (SMEs) to develop content, reviews and
edits inputs from SMEs to generate content; helps develop win themes and
project's strategic approach; works with graphic designers to translate
concepts into informative images.
Edits documents for grammar, style, and content to ensure effective,
timely and accurate proposal submissions.
Develops responses that convey a personal understanding of the client's
needs, and articulates our thoughts in a manner that flows and is easy to
follow and understand. Information throughout the response should be connected
and read as if it was written by a single person. Ensures compliance with RFP
instructions.
Supervises proposal production and shipping processes and prints and assembles
proposals.
Ensures that the proposal department is capturing knowledge gained from prior
RFP responses and using it to alter our approach on future responses.
