About the Job
OPEN Data Jobs seeks a highly motivated, outcome-oriented, and technically adept Proposal Manager to spearhead the proposal development function for WITS Solutions, Inc., a leading IT services and solutions provider. Reporting directly to the WITS CEO and with a dotted line to Peregrine Advisors’ CEO, you will play a critical role in crafting and executing high-quality proposals that drive organizational growth and success.
This position is fast-paced and demanding, ideal for an experienced and highly motivated professional capable of navigating tight deadlines, shifting priorities, and high-stakes collaboration with leadership. You will build and lead a proposal development function, leveraging cutting-edge tools, including AI-based systems, to deliver exceptional results.
Key Responsibilities
End-to-End Proposal Management:
Oversee proposal preparation, revision, and submission, ensuring compliance with client requirements and company standards.
Coordinate inputs from technical, management, and finance teams.
Content Creation:
Develop, write, and edit comprehensive proposal materials, including RFPs, RFIs, task orders, and presentations.
Prepare each proposal section, such as resumes, past performance data, compliance matrices, and management approaches.
Strategic Execution:
Analyze RFPs, develop compliance matrices, and organize proposal reviews and lessons-learned sessions.
Create clear, impactful, and compliant deliverables aligned with capture plans.
Team Leadership:
Build and mentor a high-performing proposal team, fostering a culture of excellence and innovation.
Process Optimization:
Implement streamlined workflows leveraging generative AI and advanced tools to optimize efficiency and win rates.
Performance Reporting:
Maintain and update the company’s past performance database and provide detailed activity reports, such as pipeline and weekly status updates.
Broad Scope Proposals:
Develop proposals across diverse fields, including AI/ML, federal data solutions, IT services, administrative services, and low-code application platforms.
Requirements
- Experience
7+ years of federal proposal writing and coordination experience; strong history of winning government technology proposals.
Proven ability to develop deliverables that are compliant with stated instructions and submitted on time.
Demonstrated understanding of winning proposal writing methodologies.
Experience with low-code application platform development product offerings (value-added reseller) preferred, not required

Ability to communicate parsimoniously, yet clearly and concisely, both orally and in writing in a high-paced, high-intensity environment.

Excellent attention to detail
- Technical Skills
Advanced skills in Microsoft Word and Excel and proficiency in PowerPoint and MS Outlook; experience with generative AI
Extensive understanding of capture plans and proposal development lifecycle processes including color team reviews
- Education and Training
Bachelor’s degree in business administration, writing, marketing, or related field
Shipley trained preferred
- Location
Work is hybrid. Must be able to work in various locations in the DMV as needed.

Compensation: Base compensation of $120,000 to $130,000 with unlimited bonus potential depending on wins, performance, and financial performance of the company
