Job Summary: The Proposal Manager is responsible for managing the end-to-end process of developing and submitting proposals for new business opportunities, primarily with the Department of Defense. This role includes leading proposal development teams, coordinating responses to Request for Proposals (RFPs), Requests for Information (RFIs), and other solicitation documents, ensuring proposals are aligned with customer requirements, and that they are submitted on time. The Proposal Manager will work closely with internal teams, engineers, technicians, subject matter experts (SMEs), finance, contracting, and executive leadership, to create compelling, high-quality proposals that meet or exceed customer expectations.
Key Responsibilities:
- Lead the preparation, development, and submission of proposals and responses to RFPs, RFIs, and other customer inquiries.
- Issue RFPs to potential subcontractors
- Coordinate with cross-functional teams and subcontractors to gather necessary information and ensure alignment with customer requirements.
- Manage the proposal schedule to ensure all deadlines are met and the proposal is completed within the required timeframe.
Proposal Strategy:
- Collaborate with business development teams to determine win strategies, themes, and messaging for each proposal.
- Ensure that the proposal highlights the company’s strengths, differentiators, and compliance with all customer requirements.
- Conduct competitive analysis and incorporate lessons learned from previous proposals into current submissions.
Team Management:
- Lead and motivate a proposal team, including writers, designers, and subject matter experts (SMEs).
- Assign tasks, track progress, and ensure the team adheres to the proposal timeline.
- Provide guidance and support to team members throughout the proposal process.
Quality Control:
- Review and edit proposal content for clarity, consistency, and compliance with RFP specifications.
- Ensure all proposals are error-free, high-quality, and fully aligned with customer needs and expectations.
- Implement best practices and processes for proposal development and submission.
Customer and Stakeholder Communication:
- Communicate with customers and internal stakeholders to clarify proposal requirements, ensure compliance, and address any questions or concerns.
- Manage communication with external partners or subcontractors if needed to coordinate proposal inputs.
Post-Submission:
- Monitor and track the status of submitted proposals.
- Assist in preparing for proposal presentations and follow-up meetings with customers.
- Gather feedback from customers or internal stakeholders to improve future proposals.
Reporting:
- Track and report on proposal development progress, success rates, and other relevant KPIs to senior leadership.
- Maintain a library of proposal templates, past proposals, and other resources to streamline future submissions.
Required Qualifications:
- Bachelor’s degree in Business Administration, Marketing, Communications, or a related field (or equivalent work experience).
- 3 years of experience in proposal management, business development, or a related field.
- Proven experience in leading cross-functional proposal teams and managing multiple proposal submissions.
- Experience with US Government RFP response processes and best practices.
Skills and Abilities:
- Strong project management skills with the ability to manage timelines, resources, and personnel effectively.
- Excellent written and verbal communication skills, including the ability to edit and proofread for grammar, clarity, and consistency.
- Ability to work under pressure and manage multiple competing priorities.
- High attention to detail and commitment to quality.
- Proficiency with proposal management software (e.g., Govtribe, Deltek, CapturePoint, etc.) and Microsoft Office Suite (Word, Excel, PowerPoint).
- Ability to screen and qualify defense related solicitations and market research.
Desired Skills:
- Familiarity with industry-specific regulations and proposal standards.
- Certification in proposal management (e.g., Shipley) is a plus.
Working Conditions:
- Typically works in an office environment, with occasional travel required.
- May need to work extended hours to meet proposal deadlines.
- Hybrid or remote work options may be available depending on company policies.
