PRIMARY FUNCTIONS: Responsible for the day-to-day management of assigned property, to include supervision of all staff for assigned community. As part of HUD's Project Based Rental Assistance (PBRA) program and the IRS's Low Income Housing Tax Credit (LIHTC) program, the manager ensures compliance with HUD and IRS regulations, TDHCA regulations, HACA policies and procedures, local/landlord tenant laws and safety codes. Monitors all key performance indicators. Analyzes community needs to ensure quality self-sufficiency and community-building programs occur on site. Supervises the work of subordinates, provides training to subordinates, prepares performance evaluations, counsels and disciplines employees. Ensures all maintenance and administrative work areas are safe, neat and organized. Delegates and monitors completion of maintenance requests. Ensures that assigned property presents an aesthetically pleasing appearance in accordance with established property-management standards. Ensures grounds, common areas and community spaces are clean and well maintained, and present excellent curb appeal. Maintains accurate, highly organized files (electronic or paper) and ensures annual and interim re-certifications are conducted on time. Coordinates with the certification specialist to ensure all documents are correctly gathered, forms filled out and signatures obtained from residents. Aggressively collects rent and other charges. Ensures all funds collected are documented correctly and deposited into the bank within mandatory timeframes. Monitors delinquent rent roll, and issues delinquent notices and late payment charges. Develops yearly budget. Maintains inventory records. Submits purchase requests, monitors expenditure, and keeps expenditures within budget. Prepares and submits reports.
Ensures assigned site(s) is prepared for all audits and inspections. Takes corrective action on findings as needed. Conducts resident orientations and explains the lease and policies governing continued occupancy. Enforces the lease, and documents resident communications and lease violations. Counsels residents concerning lease and House Rules violations. Prepares and processes lease terminations. Reviews crime reports and promptly addresses issues. Conducts all unit care inspections, including the initial, semi-annual and move-in/move-out inspections. Walks the property daily to detect maintenance needs and lease violations. Monitors completion of maintenance requests minimizing down/make-ready time to under 15 days, preferably under ten days. Inspects quality of work and make-ready craftsmanship. Works closely with community development staff and provides referrals to various programs. Responsible for success of partnerships and that programming is meeting agency and grant goals. Attends resident council meetings.
Responds to the public, staff and other agencies' inquiries in a courteous manner; provides information within the area of assignment; resolves complaints and interacts with residents in an efficient, timely and courteous manner. Performs other tasks as assigned. Prepares and distributes inspection notices. Schedules and monitors vacant units ensuring that make-ready, safety and cleaning processes are all performed effectively and efficiently. Reviews police reports. Reports lease violations or criminal activity. Meets with law enforcement officers to discuss safety concerns. Ensures all required notices are distributed. Works with the Certification Specialist to address all income discrepancies, unreported income, or late reported income. Implements repayment and installment agreements as well as related lease enforcement. Counsels and places residents on probation for repeated late payments and initiates eviction process when warranted. Reviews accounts receivable reports daily, and conducts and documents collection activities for all delinquent accounts. Reviews accounts and makes any necessary adjustments or refunds of deposits. Reviews and analyzes financial needs and trends for the fiscal year. Tracks expenditures daily. Submits budget variance reports weekly. Inspects and maintains all assigned vehicles. Makes recommendations for filing of forcible retainers. Represents HACA at court proceedings and informal hearings. Maintains documentation to substantiate all lease enforcement activities up to and including eviction proceedings. Prepares and shows units to prospective residents using marketing tools, ensuring the presentation of a high-quality product. Creates work orders, documents all damages and ensures all repairs are accomplished. Maintains logs of daily property walks. Tags all vehicles that are abandoned or non-serviceable, containing outdated tags/safety inspections or stickers. Conducts regular safety inspections and makes lighting, structural and policy changes as necessary. Responsible for the assigned properties' crime prevention initiatives. Develops and tracks the progress of the property's safety plan. Ensures the tracking of statistical data related to HUD's MOR standards and TDHCA's compliance monitoring standards. Assists in investigating and identifying potential fraud or identity theft cases. Ensures all incident reports are submitted in a timely manner. Perform other duties as assigned
QUALIFICATIONS: High school diploma or G.E.D.; twelve months related experience or training; or equivalent combination of education and experience. Preferred: Two years of college in business, public administration, or social sciences from an accredited college or university; eighteen months related experience or training; or equivalent combination of education and experience. Experience in property management or housing development. Experience working in the Low Income Housing Tax Credit program. Experience working with Yardi. Language skills in Spanish, Vietnamese, or Sign Language. Good knowledge of Housing Authority operating policies and procedures; principles, practices and techniques of low income housing management; or good knowledge of private property management practice combined with some knowledge of HUD regulations pertaining to low-rent housing; and services available through local social-service agencies. Good knowledge of modern principles, practices and techniques of budgeting and bookkeeping, and basic arithmetic, Skills in the use of basic office machines; typewriter, calculator, photocopy machine, computer equipment and software. Excellent computer skills to include Microsoft Office Suite - Word, Excel, PowerPoint, and Access. Ability to meet and interact effectively with the public. Ability to plan and organize meetings and other activities; prepare clear and concise narrative and statistical reports; and deal effectively with situations requiring tact and diplomacy, yet firmness. Ability to communicate and relate to persons of diverse backgrounds and abilities, and establish and maintain effective working relationships with co-workers, other employees, residents, and other businesses. Bondable. Valid Texas driver's license. Eligible for coverage under Housing Authority fleet auto insurance, Certified Occupancy Specialist (COS) or equivalent required within six months of employment. Tax Credit Specialist or equivalent required within six months of employment. Copies of diplomas and/or transcripts required. Must show proof of Covid19 vaccination if offered position.
WORKING ENVIRONMENT AND PHYSICAL DEMANDS: Work is principally sedentary; however, may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files and records, and eye strain from working with computers and other office equipment. Work involves the normal risks and discomforts associated with an office environment, but are usually in an area that is adequately cooled, heated, lighted, and ventilated.
