Position Summary. The Property Maintenance Manager is responsible for maintaining the interior and exterior of Jubilee’s office building and 13 residential properties across Montgomery County. Duties also include securing and supervising County grants and contracts to renovate homes. The Property Maintenance Manager supervises contractors and one or more maintenance specialists and reports to the Chief Operating Officer. The Manager regularly visits Jubilee’s properties to assess needs, oversee maintenance, and perform maintenance. This is a full-time position with mostly day-time hours. Occasional evening and weekend work is required.
Responsibilities
- Work closely with Jubilee’s Chief Operating Officer and Director of Program Services to systematically address all maintenance matters.
- Design and implement systems for effective property maintenance operations.
- Address routine and emergency maintenance issues by assigning tasks to appropriate personnel and contractors for effective resolution or personally completing maintenance. Typical maintenance issues include electrical, plumbing, HVAC, wall and floor coverings, appliances, and structural systems.
- Manage contracts for routine grounds maintenance, including lawncare, landscape maintenance, roof and gutter maintenance, and snow removal.
- Manage group home rehabilitation projects. Write proposals for the bidding process. Track future needed projects and opportunities for funding; secure bids and submit funding requests to the County; proceed with approved work, supervising its satisfactory completion; invoice the funder. A minimum of $125,000 worth of work per year is expected.
- When outside contractors are necessary, solicit estimates and oversee work, including reviewing proposals and inspecting construction work. Seek project approval from executive leadership as instructed by the COO.
- Manage annual inspections conducted by Montgomery County Health and Human Services and the County Fire Marshall.
- Conduct negotiations with third party contractors to determine the rate and terms of service.
- Assist the Chief Operating Officer and Director of Program Services in the preparation and management of maintenance budgets to meet set objectives.
- Maintain accurate records in Jubilee’s project management system (Monday.com) of maintenance operations and present to upper management reports of daily activities.
- Supervise, train, and coordinate maintenance employees to ensure high quality standards for the general appearance, upkeep, rehabilitation/renovation, and inspection of the office building, homes, grounds, and equipment.
- Help organize and supervise volunteers on projects as well as special workdays.
- Other duties as assigned.
Qualifications
- High school Diploma and some post-high school education or training required. Bachelor’s degree preferred.
- Minimum seven years of full-time experience in construction trades, maintenance, or property management, with at least two years in a supervisory capacity.
- Strong written communication skills, including ability to prepare requests for proposals and understand contracts, technical manuals, and drawings.
- Certification or experience with project management preferred.
- Understanding of ADA requirements and rights of people with disabilities.
- Passion for Jubilee’s mission; desire to work with and learn from people with disabilities.
- Ability to use hand and power tools and problem solve and address electrical, plumbing, mechanical, equipment, HVAC, drywall, painting, floor covering, and grounds issues. Formal training in related fields may substitute for some experience. Flood restoration experience not required but preferred.
- Strong computer skills with proficiency in MS Outlook, Word, and Excel. Knowledge of ticketing/tracking software applications and project management applications.
- Current driver’s license. Own vehicle and auto insurance, clean driving record.
- Thorough knowledge of the occupation hazards and corresponding safety precautions necessary for the safe performance of assigned duties.
- Physical stamina and dexterity. This is an active, physical position with the need to bend, stoop, climb ladders, drive daily, carry things, load/unload, and lift up to 80 pounds.
- Competency in spoken and written English language and ability to understand complex written and oral instructions. Bilingual (English/Spanish) is always a plus.
Compensation. $79K annual salary and competitive benefit, including four weeks of vacation, health/dental/life/disability insurance, student loan assistance, paid parental leave, retirement, $1,000 annual staff development fund, periodic reimbursement of vacation expenses, and much more.
