Description:The Property Custodian (PC)/Organizational Property Book Manager is the highest level of support to the Accountable Property Officer (APO) at the organizational level. The Property Custodian is considered the designated representative of the APO at the organizational level for managing individual user accounts. Additionally, serve as a facility management support specialist and liaison for the supported organization.
Responsibilities:- This role requires a Security Clearance and will have access to and management responsibility for Accountable and Non-Accountable Property at the organizational level.
- Using the DPAS or Accountable Property System of Record (APSR) to manage assigned organization’s property IAW DoDI 5000.64
- Conducts inventories, manages and accounts for assigned property and facilitates organization’s property administration requirements
- Decides course of action to take, considers the circumstances or conditions encountered for operations or situations concerned with substance or content of supply actions.
- Applies governing logistics and supply regulations, policies, procedures, and instructions applicable to the specific assignment.
- Reconstructs records for complex supply transactions.
- Provides supply operations support for activities involving specialized or unique supplies, equipment, or parts.
- Performs logistics and supply work based on practical knowledge of standard procedures, where assignments include individual case problems
- Ensuring a safe and clean environment for supported organization by coordinating for maintenance as necessary or requested.
- Convert organizational facility maintenance service request to work order within the facility work order system.
- Weekly inspections and documentation of interior facility concerns.
- Must be able to obtain a Top-Secret clearance.
- Only candidates currently possessing an Active Secret Clearance (or higher) will be considered for this position.
- Three (3) years of experience using the DPAS or Accountable Property System of Record (APSR) at the Property Custodian level or equivalent.
- Must have a minimum of 3 years' experience in supply management and property accountability.
- Must have an intermediate to advanced working knowledge of spreadsheet and chart applications (Excel, Visio and PowerPoint experience is preferred).
- Should have the ability to work within Defense Property Accounting System (DPAS) and also Information Technology Service Management system (ITSM) –Remedy.
- Understanding of supply, warehousing, and property accountability functions.
- Understanding of inventory management.
- Ability to work within and manipulate data in database systems.
- Ability to extract reports from database Systems (DPAS, Remedy).
- Knowledge of Property Accounting functions.
Desired Qualifications:
- Associate degree or equivalent preferably with a major in Logistics, Supply Chain Management, Business Management, Information Technology or a related discipline, is preferred. ILO associate degree or equivalent preferably with 10+ years of experience.
- DPAS certified or complete DPAS training within ten business days of assignment/onboarding.
- Three (3) years of experience using the DPAS or Accountable Property System of Record (APSR) at the Property Custodian level or equivalent.
- Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered.
- Experience using computers and Integrated Logistics Systems. Thorough knowledge of governing logistics and supply regulations, policies, procedures, and instructions applicable to the specific assignment.
- Experience conducting extensive searches for required information; reconstructing records for complex supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, or parts.
- Experience performing routine aspects of logistics and supply work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management.
- Be able to conduct inventories and pick-up and move at least 40lbs.
