Description
The World Trade Center Department operates and maintains all public space and infrastructure at the campus, while working closely with our stakeholders, tenants, and business partners, who run commercial and institutional portions of the campus. The Department’s mission is to operate, maintain, and promote the WTC by leading cooperative efforts to enhance the public interests and experiences, by overseeing regulatory guidelines, and managing relationships through open communication and teamwork, preserving the WTC’s status as a landmark of international significance and world-class destination to be enjoyed by all.
The Project Manager reports to a Senior Project Manager and/or Senior Program Manager, of the Project and Asset Management Division in the World Trade Center Department. This individual will be responsible for managing various aspects of project life cycles including initiating, planning, executing, monitoring/controlling and closing for each assigned project, and coordinating with other Agency departments, such as the Engineering Department, Project Management Office (PMO), Fixed Assets and the Resident Engineer’s Office (REO), to implement design and construction, in support of efficient WTC operations and maintenance activities, and keeping the facility and its assets in a state of good repair.
Responsibilities
+ Developdetailedproject scope, schedule, and budget for various stages of project deliveryand participate in facility scoping, design team updates, project coordination, and other related progress meetings.
+ Develop, update, forecast, and track project spending, schedule, and budget covering conceptual development through construction completion for all project/program elements.
+ Conductpresentations andpreparedocumentation, as required, to obtain approval for project plans.
+ Analyze project risk and complexity and develop procurement strategies to achieve delivery and performance of each project.
+ Collaboration with the Engineering Departmentto retain the necessary internal and external resources, including appropriate professional services, to advance the assigned projects to conceptual/preliminary design or final design.
+ CoordinatewithEngineering’Construction Management Division,FacilityOperators(Site Wide Property Managers), other departmentprojectmanagersandstakeholders on the implementation of related projects.
+ Provide project leadership for all stages of the design and development of project milestones, ensuring project momentum is maintained, and all project-related information (scope, schedule, budget) is current and accurate.
+ Assist in the management of day-to-day design and construction activities to ensure that all phases of work are completed within budget, contracted schedule, and in accordance with plans and specifications.
+ Review design/construction documents including cost estimates and schedules.
+ Participate in the authorization process for assigned projects including preparingand reviewingthe necessary material fortheCapital Planning Oversight Committee (CPOC)Reviewand Board Authorizations, such asBoard Agenda Items, Policy Review Memorandum of Justifications (PRMJs), Memorandum of Justifications(MJs),andMemorandum of Authorizations (MAs)and attendCPOCmeetings as requested.
Minimum Qualifications
+ Bachelor’sdegree in anEngineering, Architecture, Project Management, Construction Managementor related disciplineor related fieldfrom an accredited college or university, or equivalent.
+ Minimumthree(3)yearsof experience inmanaging projects, programs and initiatives related toHigh Rise Commercial, Transportation and Retail related projects/programsor other large development projects.
+ Demonstrated experience with methods and techniques related to project management (project life cycle),engineering design, architecture, and/or construction,including establishment of project plans, setting priorities, and incorporating facility operations and security requirements into project plans.
Desired Qualifications
+ Experience in developing project initiation and approval documents for Engineering, Procurement, Capital Planning Oversight Committee and/or Board approvals.
+ Proven ability to manage multiple projects simultaneously and effectively, utilizing limited resources to achieve complex goals.
+ Demonstrated knowledge of capital planning and assessment, cost-benefit and lifecycle cost analyses, project planning and development, and risk management protocols.
+ Demonstrated knowledge of the asset management process and associated asset life cycle. Proven coordination experience with fixed assets.
+ Demonstrated experience coordinating design efforts and/or construction activities, managing and influencing project teams, and ability to lead or moderate technical discussions between engineering, technical, construction and facility operations staff.
+ Demonstrated experience in project budget management.
+ Thorough knowledge of contract bidding and award procedures.
+ Working knowledge of construction standards and industry codes.
+ Superior oral and written communication skills including presentations and public speaking to diverse groups, stakeholdersand executive leadership.
+ Demonstrated customer service, decision‐making, problem solving, negotiations, persuasion andanalyticalskills.
+ 10-hourOSHA safety certificate or must be obtained upon hire.
+ Project/ProgramManagement Professional certification.
