Essential Duties and Responsibilities: - Complete cost allocation plans for assigned clients. - Obtain contract renewals for multiple clients. - Manage relationships with multiple clients as well as project staff responsible for projects. - Support leadership in ensuring that the project is delivered to specifications, on time and within budget. - Track the status and due dates of projects. - Collaborate with project managers on various initiatives and projects to track progress and provide support as necessary. - Facilitate regular meetings and reviews. - Adhere to contract requirements and comply with all corporate policies and procedures. - Evaluate employee performance and recommend employees' needs and development opportunities to leadership. Minimum Requirements: - Bachelor's degree in related field. - 7-10 years of relevant professional experience required. - Ability to communicate well with multiple clients and consultants. - Knowledge of state and local governments.
The Project Manager assists the Project Director by assuming primary responsibility for the implementation of the Master Project Plan including monitoring project task completion, remaining effort, schedule, and budget with periodic status reports. The Project Manager establishes and manages protocols for risk management, issue resolution, change control, and scope control throughout the project design, construction, testing, and implementation processes. The Project Manager makes sure that all meetings identified in the Master Project Plan are scheduled, the appropriate invitees are included, meeting preparation materials are created and distributed in advance of the meetings as needed and meeting outcomes are documented (e.g., minutes, action items, issues).
Addiional Duties:
- Prepare new or remediated project assets that may be managed by an executing PM.
- Direct resources on assigned projects and ensure clarity of project roles and responsibilities.
- Identify project stakeholders and manage communication with the project stakeholders.
- Identify resources needed, negotiate with people managers as required to lead project teams, ensuring clarity of project roles and responsibilities, so that all project plans are completed within defined timeframes, meeting objectives and strategic goals.
- Develop and implement communication and reporting mechanisms to manage issues, risks, and timely delivery of initiative results. Translates project goals/objectives into a defined future state and project success measures that can be understood by project stakeholders, project team, and others.
- Ensure business needs and objectives are effectively captured in functional and non-functional business requirements for a system and/or process/workflow.
- Oversee business requirements to meet expected business solutions and trace delivery of requirements through testing and final implementation.
- General understanding of business requirement management and quality management to meet expected business solutions.
- Manage project quality through activities such as conducting appropriate reviews, obtaining approvals, and taking corrective action, when necessary.
- Ensure that project documentation is complete and current.
- Articulate project management best practices with peer group, as applicable.
- Proactively establishes and maintains cooperative, productive partnerships on current projects/deliverables.
- Direct resources on assigned projects and ensure clarity of project roles and responsibilities.
- Must have the ability to develop and lead briefings, develop reports, collect, and interpret data and analytics, and progress and performance management within specified key performance indicators for individual projects and overall body of work.
- Agility and ability to change course based on shifting plans, priorities, and timelines.
- Ability to report to executive leadership on program progress and status.
- Ability to think about projects holistically to identify next steps and courses of action that will support the client's goals.
Additional Requirements:
- Be available to work remotely in a virtual team and office environment and travel to client locations in California as needed.
- A minimum of seven (7) years of Project Management experience for large systems projects.
- A minimum of five (5) years of experience directly related to large public sector projects that include industry-standard and best practices.
- A minimum of five (5) years experience with organizational change management.
- A minimum of five (5) years of assessing and analyzing project health.
- A minimum of five (5) years managing project risks and developing mitigation strategies
- Highly proficient in business process modeling and analysis.
- Experience within state government.
- Experience working with multiple teams.
- Experience leading projects and/or facilitating standing workgroup/workstream meetings and collaboration sessions.
- Recent project experience with a public sector agency serving vulnerable populations.
- Strong interpersonal and team-building skills, as well as an understanding of client relationship building are essential.
- Strong analytical, problem-solving, facilitation, and communication skills, including written, verbal, and interpersonal.
- Excellent organizational skills and strong attention to detail.
- Ability to thrive in a dynamic environment focused on learning, opportunities for impact, and collaboration with colleagues.
- Ability to explain and communicate program and functional subjects to non-expert audiences.
- Ability to develop solutions to highly complex problems which require a high degree of ingenuity and innovation.
- Ability to ensure solutions are consistent with organization, client, and project objectives.
- Ability to develop advanced concepts, techniques, and standards requiring a high level of interpersonal and technical skills.
- Excellent verbal and writing skills
- Bachelor's Degree from an accredited college or university; experience may be substituted for education
- Good organization skills; ability to manage multiple tasks and deadlines simultaneously.
- Viewed as expert in the field within the organization.
- Must have the flexibility for travel and a hybrid work schedule with remote and onsite work at project offices.
- Proficiency in Microsoft programs such as Word, Excel, PowerPoint, and Project.
Preferred Requirements:
- Certification as a Project Management Professional (PMP) or Program Management Professional (PgMP) by the Project Management Institute (PMI)Advanced Degree.
- Knowledge of Public utilities and transportation regulatory policy analysis and formulation.
- Knowledge of Principles, practices, and trends of public and business administration, and management.

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
