About the Job
Under the general direction of the Director of the MassHealth Quality Office or designee, the Project Manager will provide project facilitation, management and support functions on healthcare quality and health equity projects for enterprise-wide quality related initiatives, programs and projects. The Project Manager will manage multiple projects that support a data driven approach to impact program design, implementation and reporting undertaken by For Health Consulting , UMass Chan Medical School on behalf of MassHealth.
This position will work across the MassHealth (Massachusetts Medicaid) organization to manage internal and external data sources and reports, and cross functional relationships to ensure delivery of key quality and health equity deliverables. The Project Manager will drive the coordination, delivery and distribution of data deliverables to leaders across the agency in the policy development, performance and management of various quality and health equity programs that address fee-for-service and managed care populations. Programs may include, but are not limited to the hospital Clinical Quality Incentive (CQI), behavioral health (e.g., hospital and BH vendor) and integrated care (e.g., Senior Care Organizations, One Care). Programs may include quality or equity incentive programs for acute hospitals, behavioral health providers, and/or integrated care providers.
Responsibilities:Project Management
- Lead, manage, and develop projects from the idea generation and feasibility stage through completion, with engagement of senior quality and data leadership
- Convene and provide manage project teams, which may consist of staff from the Office of Clinical Affairs and MassHealth with expertise in quality, data and analytics, and data management and/or staff from relevant vendors
- Prepare project budgets and manage expenditures with department leaders
- Identify necessary resources for projects, including organizing and coordinating resources across Office of Clinical Affairs and MassHealth
- Prepare and ensure quality of project deliverables
- Actively contribute to the design of project-specific analytic plans and data manipulation and collection efforts which may include claims analysis, interviews, focus groups, and surveys involving clients, state agency personnel, and other key informants.
- Communicate with all appropriate parties to ensure that the project’s objectives, scope, and expected deliverables of each project phase are understood. Facilitate communication of the project’s status, budget, costs, issues, and related information to same.
- Conduct environmental scans and/or literature reviews and the presentation of findings on a variety of project-related topics using relevant databases, journals, texts, and internet and library resources.
- Prepare oral and written reporting and presentation of all project findings; lead project status meetings and preparation of final project deliverables.
Contract Management
- Manage relevant contracts with external consultants and/or vendors providing quality and data management services to the Office of Clinical Affairs.
- Lead development and maintenance of relevant external contracts, including by developing scopes of work, preparing and managing contract budgets, contributing to selecting contractors, supporting execution of contracts, and amending contracts as necessary.
- Work collaboratively with relevant legal, finance, budget, and contracting teams from the Office of Clinical Affairs and MassHealth
- Maintain a detailed and organized contract tracking system, which allows for accurate and timely follow up and problem resolution. Manage vendor deliverables.
- Serve as a liaison between external contractors and the Office of Clinical Affairs
- Perform other duties as assigned
- Bachelor’s degree or equivalent experience
- 2-3 years’ experience managing projects in a health-care related field
- Ability to lead and direct a matrixed project team, as well as the ability to lead and direct effective meetings and work sessions.
- Strong Microsoft Office proficiency, including PowerPoint, Excel and Word. Access and Project a plus
- Excellent oral and written communication skills.
PREFERRED QUALIFICATIONS:
- Master’s degree in public health, public policy, or policy administration with coursework in quantitative and qualitative research methods and analysis; or equivalent
- Previous experience working with Medicaid members is strongly preferred.
- Experience within a health care organization, state or university environment.
- Familiarity and experience in any of the following areas is strongly preferred:
- Experience with contract management
- Project Management Professional (PMP) Certification or the ability (through organization) to obtain certification within the first six months of employment
- SAS and/or SPSS preferred (but not required)
- Experience and familiarity with health care utilization and quality measures (e.g., HEDIS, CMS, TJC, Member Experience)
