About the Job
Under the broad guidance of the Desktop Support Manager this position will provide leadership and direction to
security and technically related projects. The position will plan and manage the delivery of technical solutions for the
Department of Corrections (DOC). This includes project planning, estimating, execution, and implementation. The
individual will work closely with the functional business groups within DOC, BTM staff, and DOA/DET to ensure
effectiveness of the solutions deployed. This position will review detailed specifications to ensure the
development/deployment of new systems and technologies is consistent with State and agency architectural standards.
This position shall comply with the Department’s administrative rules and the agency’s policies and procedures
including those related to the Department's overall Reentry philosophy of using evidence-based strategies, practices
and programs which target an offender’s individual criminogenic needs and risk level.

A. Manage and coordinate technical project related activities according to the Bureau’s methodology.
A1. Create project charter and develop the project scope.
A2. Track and report on the overall progress on the project.
A3. Create and maintain the project plan and work schedule.
A4. Obtain customer approval for the project requirements.
A5. Obtain customer sign off at the completion of the project.
A6. Provide customers and management with regular reports regarding status of the project.
A7. Work with stakeholders to identify and mitigate risks associated with a project.
A8. Identify and maintain necessary project resources and coordinate project schedules.
A9. Ensure appropriate project communications are established and maintained within the bureau
and throughout the department, and with vendors.
A10. Provide feedback on project team performance to management.
A11. Ensure State and vendor produced deliverables are prepared in accordance with department
standards.
A12. Coordinate solution design and implementation with DOA/DET as needed, and with vendors.

B. Assist customers in the identification and effective resolution of IT needs.
B1. Help to identify the most cost effective and feasible solutions to customers.
B2. Serve as the liaison between the customer and the technology staff and vendors.
B3. Follow up with users of systems to assure system design specifications are correct and agreed
upon.
B4. Favorably represent the Bureau by maintaining a good working relationship with key
Business Contacts within the Department, site contacts and vendors.

C. Perform complex analysis and requirement studies to develop/deploy new technologies and/or
enhance existing technologies.
C1. Analyze existing systems and procedures by examining functions, organizational structure,
personnel and job responsibilities, information flow, and computer equipment.
C2. Gather data through interview, survey, and on-site observation, working with staff from
bureaus and institutions.
C3. When required, conduct cost effectiveness studies for a variety of systems and procedural
problem areas.
C4. Evaluate and provide documentation outlining the implementation.
C5. Predict systems and program changes and define resources for planning and budgeting.
C6. Determine agency equipment needs and ensure compatibility
C7. Participate in preparing and evaluating Requests for Proposal or Requests for Bid documents
when needed for projects that involve contracting with an outside vendor.
C8. Works with technical staff to propose recommended appropriate system architecture and
hardware/software platforms for applications.
C9. Works with business and technical staff to ensure all business requirements within the
technology solution are tested.
