Estrada Consulting, Inc. is currently accepting resumes for a full-time salaried position as an IT Practice Manager / Business Development Government Solutions. We are looking for an experienced Practice Manager with in-depth, hands-on experience in Project Management and Business Development through the process of procurement solicitations in the Public Sector such as the State of California.

Estrada Consulting, Inc. is in downtown Sacramento, CA. The position will allow for a remote work model with occasional travel to the Estrada Corporate Office in Sacramento, CA when needed if not on billing. When on billing as a project manager, the PM will adhere to the client’s model.

You will be responsible for overseeing the delivery of the Project Management practice area, in addition to being a technical leader for proposal development on the project management, business analysis, PAL, and OCM delivery side. The decision you make will impact profitability, scope attainment, and/or client satisfaction.
You will manage the PM practice area’s operational activities while constantly helping to grow the market, identify new opportunities, as well as drive sales and solutions to our government clients. This includes but is not limited to maintaining P&Ls, utilization reports, forecasting, and other operational functions for the PM practice area.
- Analyzing public sector RFP/RFOs to find new opportunities,
- Writing RFP/RFO proposal responses,
- Developing and monitoring sales goals,
- Interviewing candidates for fit with proposal needs,
- Contacting potential clients to establish rapport,
- Arranging meetings with clients to discuss potential future needs and company offerings,
- Planning and overseeing new marketing initiatives,
- Attending conferences, meetings, and industry events.
- Must be able to be billable as a project manager for other state projects
You will hold client-facing status meetings on assigned project(s), partner with other practice area managers, business acquisition manager, and recruiting team to discuss business development, review current opportunities and execute strategies, attend weekly and monthly updates and quarterly meetings with upper management that report on performance, issues, and continuous improvement. Participate in the approval process for statements of work, solution proposals, pricing schematics, and overall client-facing solutions.
You will need to understand the business needs of clients/prospects at a CEO/CIO level down to an individual worker and be able to create customized solutions for customers/prospects.
You will need to read, analyze, and interpret general business/professional journals, technical procedures, or regulations. Write scopes of work, proposals, reports, and/or business correspondence.
Effectively present information and respond to questions from top management, public groups, Boards of Directors, groups of managers, clients, and other Insight teammates.
You will need to create complex pricing models to support the profitable sales of Lifecycle Solutions opportunities. Read, analyze, and interpret the most complex documents as well as respond effectively to the most sensitive inquiries or complaints. Write using original or innovative techniques or style and make effective and/or persuasive presentations on controversial or complex topics to top management and/or clients.
Required Experience:
Must have 15 years or more of proven successful experience in the following areas:
- Business Development in Public Sector
- Project Management for the State of California
- Previous experience in Public Sector RFP/RFO Procurement development including proposal responses.
- Costing, Budgets, Bill rates, Fixed Pricing
- Project Management Implementation
- Application Development Management
- Experience as a Project Manager with hands-on solution development, experience with Azure, AWS, and/or other cloud partners, and experience building and managing client relationships.
- Must be PMP Certified from PMI.
- Preferred to have prior experience in Business Analysis, Organizational Change, Business Intelligence, and/or Infrastructure.
- Nice to have experience in Solution Architecting
- Develop Work Plans/Approach / Cost Benefit Analysis.
- Needs to have previous State of CA Project Management experience as a Lead including State of CA PAL all Stages.
- Technical Architecture
- Candidates must have excellent communication, both verbal and written. Able to communicate effectively with team members from technical to non-technical staff members.
Education Requirements:
PMP Certification from PMI is required.
Computer Science or MIS degree (MBA would be considered) or another related field
