WHO WE'RE LOOKING FOR
The Project Manager III, Enterprise Project Portfolio Initiatives reports directly to the Director, Enterprise Project Portfolio Management and is responsible for the management of complex projects, programs, project portfolios and initiatives in support of CapMetro's capital improvement plan, operational expenditure plan, and strategic objectives. This role requires an experienced and proactive individual with a proven record of successfully leading cross-functional project teams and the ability to drive strategic organizational outcomes through effective project portfolio management.
ResponsibilitiesWHAT YOU'LL BE DOING

- Project Management. For assigned projects and programs, develop, manage, and maintain the critical project management deliverables, including scopes, schedules, budgets, resource plans, risk analysis, quality assurance, lessons learned, and status reports. Coordinate cross-functional activities to achieve project outcomes.
- Program Management. For assigned programs, develop, manage, and maintain the critical program management deliverables and provide technical and innovative insight to help ensure each project is completed with the referenced proper balance of quality, cost, and schedule. Align, integrate and control the program components and resources to ensure that program goals are met, benefits are optimally delivered, and risks are effectively managed.
- Portfolio Management. For assigned portfolios, effectively lead portfolio management governance processes to identify, evaluate, select, prioritize, optimize, transition and terminate projects based on their strategic significance, potential ROI, and resource requirements. Monitor and report on the performance of projects within the portfolio to ensure alignment with strategic priorities.
- Communication and Reporting. Establish and support regular project, program, and portfolio team meetings. Track progress and provide status updates to appropriate leadership. Collaborate with the project owner to ensure project expectations are proactively communicated. Responsible for reporting on project status, milestones, and risk as well as scope, schedule, and budget.
- Procurement. Develop and assist in the procurement process, which may include creating statements of work, independent cost estimates, fair and reasonable determinations, Board agenda items, executive memos, and other documents. Collaborate with the Procurement department and other stakeholders in the inspection of contract performance, development of contract modifications, and invoice processing.
- Resource Management. Collaborate with vendors, consultants, contractors, and CapMetro business and technical team leadership to ensure that solutions stay within scope, cost and schedule, and that risks are properly documented, managed, and mitigated.
- Process Expertise. Adhere to CapMetro project, program, and portfolio management standards and provide technical leadership to project management staff and teams.
- Budget and Cost Forecasting. Adhere to budget and cost forecasting requirements for projects. Collaborate with other departments in the continuous improvement of project and portfolio budgeting and forecasting.
- Field Work. Conduct field work and field visits as required for project execution.
- Quality. Inspect and monitor adherence to quality assurance and quality control plans as needed.
- Records Management. Manage documentation including retainage is held until all close-out documents are provided per contract and then properly processed internally with various departments that require updates.
- Support Capital Metropolitan Transportation Authority's Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported.
- Perform other duties as required and/or assigned.
WHAT YOU BRING
- Bachelor's degree in project management, information technology, public administration, or related subject area. Additional related experience may substitute for a degree on a year for year basis up to four years.
- Master's degree may substitute for two years of work experience.
- Seven (7) years of project management experience.
- Demonstrated success leading the implementation of complex projects, programs, and portfolios.
- Proficient experience using Microsoft Office Suite including Word, Excel, Power Point, Teams, SharePoint and Project.
- Project Management Professional (PMP) certification from the Institute (PMI) preferred.
- Proficiency using Planview to develop a project schedule, assign resources to tasks, track progress, and analyze workloads preferred.
- Familiarity with transit industry, public sector, or technology and construction projects preferred.
- Knowledge of project management practices for managing cost, schedule, and performance.
- Knowledge of project portfolio management principles to apply across disparate project types in an enterprise and matrixed environment.
- Ability to demonstrate a proactive, collaborative approach with team members, consultants, vendors, and contractors.
- Ability to understand, develop, and manage project technical details and find solutions.
- Effective communication and ability to identify and communicate risks.
- Self-motivated and focused on opportunities to continuously improve skills and processes. Ability to work in a team environment in a matrix organization, partnering well with other employees, management, stakeholders, users, business personnel, vendors, service providers, and contractors.
- Motivated to undertake project management duties and tasks as assigned.
- Ability to be a positive and constructive contributor in a team-based environment.
- Excellent attention to detail.
Work is performed in an office and outside environment with exposure to inclement weather and adverse weather conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.
Incumbent must have the ability to stand, walk and travel 90% throughout the workday. This position will need to have the ability to work varying shifts, days, nights, weekends, holidays, and rotating shifts, to meet the department's needs. Must be able to safely operate a motor vehicle. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions. This position may require work beyond a normal forty-hour weekly schedule.

Mobility Status:As a Mobile position, the incumbent is expected to work in the office as needed. There will be access to touchdown/collaboration spaces when on site. Must be in-office for socialization, strategic collaboration, supervision, oversight, and accountability as needed.
