The ideal candidate will be an IT Project Manager who can lead and manage IT projects in support of the business-driven, customer service-oriented approach to providing IT services across the secretariat. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES:
- Working with IT and business stakeholders to develop an operational plan with detailed milestones and activities.
- Reporting status and risks on a weekly basis to application stake holders.
- Collaborating with client business leaders to develop and maintain ongoing release schedules.
- Defining project requirements with key business stakeholders
- Coordinating project activities for adherence to project plan and goals
- Monitoring results against established timelines, deliverables, tasks, dependencies and associated technical specifications
- Developing detailed project plans, work breakdown structures, project checklists and budgets to meet established time frames, funding limitations and staffing availability
- Preparing comprehensive supporting plans in the areas of quality control, risk management, change management, testing and other associated project management areas
- Managing project development process to include monitoring project scope and change control processes
- Performing work in association with industry recognized standards, guidelines and practices
- Develop and implement strategies to improve Health Safety Net claims processing and payment
- Communicate with external stakeholders and internal partners to resolve issues related to claims processing, customer service, and other topics as needed
- Develop and maintain detailed reports that will effectively monitor Integrated Eligibility System IT operations
- Adhering to established Commonwealth policy and procedures with respect to project management methodology quality assurance and other related standards
- Knowledge of, and experience with health care eligibility systems
- Project Management Professional (PMP) Certificate
- Ability to develop and maintain effective relationships with management, end users and project team members
- Ability to interact effectively with technical personnel and with a wide variety of technical resources
- Ability to translate and communicate technical concepts, information, plans, and procedures to both technical personnel and non-IT business users
- Knowledge and demonstrated ability to conduct detailed planning, and to perform risk assessments and their associated risk mitigation actions
- Excellent oral and written communication skills, and presentation skills
- Bachelor's degree in Computer Science or a related field
- Minimum (5) five years of extensive hands-on experience with project management as the project manager with full accountability and financial responsibility
- Minimum (5) five years of IT experience in one or more technical roles
- Experience with and preparing project documentation such as detailed requirements
- Proficiency with MS Project
- Proficiency with MS Office applications including Excel, Word, Visio, Outlook and PowerPoint.
