Position Summary & Duties: The Project Manager position is a direct-hire position working for the HGA Disaster Recovery team in our Baton Rouge office. The position will be located in Baton Rouge, LA, but remote work may be possible for the right candidate.
The Project Manager is responsible for the administrative and technical management over projects funded by the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) programs.
Projects may include municipal public works such as buildings, drainage, water/wastewater, roads/bridges; housing programs such as shelter in place, temporary housing, single family rehabilitation/reconstruction/elevation; and economic recovery programs. Funding sources could include FEMA Public Assistance (PA), FEMA Hazard Mitigation Assistance (HMA), HUD Community Development Block Grant - Disaster Recovery (CDBG-DR) or HUD CDBG Mitigation (CDBG-MIT).
The Project Manager responsibilities may include but are not limited to the following:
Exercise discretion and independent judgment with respect to matters of significance.
Participate in the planning and implementation of projects.
Develop full-scale project plans.
Facilitate the definition of project scope, goals, budget, and deliverables.
Define project tasks, workflows, and resource requirements.
Coordinate program policy updates with client and project staff.
Ensure project is operating within quality assurance guidelines.
Present reports defining project progress, problems, and solutions.
Provide direction and support to project team and consultation and expert advice to management.
Qualifications:Project Manager Required Qualifications:
A four (4) year Bachelor's degree; relevant advanced degrees and/or certifications are preferred. A combination of education and relevant experience may also be considered.
At least 8 years of professional level project/program management experience with CDBG-DR funded programs. Experience with funding sources including FEMA Public Assistance (PA), FEMA Hazard Mitigation Assistance (HMA), HUD Community Development Block Grant - Disaster Recovery (CDBG-DR) or HUD CDBG Mitigation (CDBG-MIT) is required.
Preferred experience with municipal public works such as buildings, drainage, water/wastewater, roads/bridges; housing programs such as shelter in place, temporary housing, single family rehabilitation/reconstruction/elevation; and economic recovery programs.
Knowledge and skills in Federal grant provisions and requirements as well as federal procurement, labor compliance, environmental requirements.
Knowledge of Section 3, Section 504, real estate acquisition as well as citizen participation, fair housing, and residential anti-displacement.
