POSITION OVERVIEW:
EOHHS is seeking to hire a Senior IT Project Manager to join our collaborative Medicaid Management Information System (MMIS) team. The Senior IT Project Manager (PM) will be responsible for managing projects across various workstreams from operations to technical solutions, writing Request for Proposal and Request for Quotes, developing, negotiating, and managing contracts; managing vendors and developing financial requests to fund projects. The PM will work closely with internal MMIS business and technical executives, program directors and IT leads, external technical teams, and vendor consultants to ensure that all project financial requests are approved, contracts are reviewed and completed; as well as business cases are documented to initiate projects; and schedules are documented and on track. In addition, this person will serve as the primary contact for critical IT initiatives and project management projects from start to finish; including conflict resolution, risk mitigations, ensure alignment with MMIS standards. The primary work location for this role will be 100 Hancock Street, Quincy MA 02171. The work schedule for this position is Monday – Friday, 9:00 AM – 5:00 PM, with flexibility available and based on operational needs. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

DETAILED LIST OF JOB DUTIES AND RESPONSIBILITIES:
- Work with business and IT management at all levels to understand and document the business case for technical initiatives.
- Create and manage through to completion Business Case, Project Proposals, Federal and State Funding Requests, Requests for Proposals (RFP), Request for Quotes (RFQ) documentation.
- Develop resource estimates, and manage recruitment from job description, interviews through to selection and onboarding.
- Lead and oversee procurement teams in reviewing vendor responses through to the selection and contract negotiation phases.
- Lead efforts to collaborate with internal team to onboard new contractors or vendors.
- Lead efforts to collaborate with cross functional teams in the evaluation of technical solutions and to create recommendations.
- Lead cross collaboration efforts in design, development, test, and implementation of IT solutions.
- Ensure alignment and use of MMIS SDLC methodology and operating practices.
- Ensure all project initiatives have a project plan and traceability, risk/issues list, and project MS SharePoint documentation site.
- Ensure coordination of resource support across MMIS Business Analysis, SQA, and Development teams; as well as peer managers to align with capacity planning practices.
- Maintain budget tracking, invoice review, approval, and payment authorization cycle standard.
- Institute appropriate controls to manage project scope and track changes through MMIS Change Advisory Board (CAB).
- Prepare and distribute weekly project status reports on progress against planned, risks, and mitigation strategies.
- Monitor results against established timelines, deliverables, tasks, and associated technical specifications to mitigate project delay or failure.
- Prepare systems or program documentation including but not limited to, data flow diagrams, flow charts, file layout, input/output documentation, and project narratives.
- Effectively communicate with business teams, technical staff, and leadership across multiple disciplines to convey technical concepts in simple business terms.
- Adhere to MMIS project management methodology, policy, and procedures, as well as quality assurance standards. Also, where applicable, comply with the external agencies' standards when integrating or leveraging external staff or solutions.
QUALIFICATIONS: Preferred Knowledge, Skills and Abilities:
- Five (5) years' experience in IT project management with a capability of managing complex, cross-functional IT projects.
- Five (5) years of related experience using both hybrid and agile methodologies, in a large IT enterprise environment and managing vendor partners.
- Five (5) years of related experience documenting business cases, contract management, RFP and RFQ; as well as project funding requests.
- Five (5) years of auditing experience, with state government experience highly desirable.
- Proven experience with Agile and Waterfall Methodologies, with experience in Jira desired.
- Excellent verbal and written communication skills; presentation and policy writing skills.
- Strong strategic thinking and problem-solving skills.
- Strong negotiation and influencing capabilities and in-depth analytical skills.
- Exceptional time management skills, with the ability to effectively delegate and multi-task.
- Proven conflict management skills; decision-making and negotiation skills.
- Ability to collaborate and work across technical, non-technical staff, and upper management.
- Proven capabilities in IT financial management.
- Advanced experience in Microsoft Office (Excel, Word, Visio, PowerPoint, Project, and SharePoint).
