THIS OPPORTUNITY
As Project Manager for the City of Tigard, you would be responsible for managing all phases of planning, design, and/or development of capital improvement and Tax Increment Financing (TIF) Agency projects from conception to completion. The position is responsible to prepare requests for proposals for projects, solicit design proposals from consultants and assist in creating consultant contracts. The role oversees, coordinates, organizes, and collaborates with developers, project engineers, consultants, contractors, and other agencies regarding facility and infrastructure development and permitting.
The Project Manager will also manage planning and development projects and programs for the TIF Agency. The Project Manager navigates and troubleshoots project related challenges, conducts a variety of research and analysis to prepare exhibits, writes grant proposals, analyzes data and develops metrics, prepares and delivers presentations and reports to a variety of audiences.
Examples of Duties
+ Plan, design, and manage all aspects of large projects on behalf of the city such as Capital Improvement Projects (CIP), Tax Increment Financing (TIF) Agency projects, planning and development projects.
Develop and define project scopes, cost estimates and specifications; prepare contract documents, and participate in related budget development and grant funding proposal preparations.
+ Conceptualize and evaluate project outcomes and design alternatives ensuring all approvals are received prior to execution.
+ Collect and review project background documentation; perform or manage field data collection; analyze alternatives, prepare relevant applications, and present recommendations as needed.
+ Oversees and manages the data collection, generation of metrics and outcomes, analysis, and reporting for programs. Utilizes data to inform strategy and program evaluation and refinement.
+ Secure funding sources; implement grant agency requirements; coordinate all permitting and public utility requirements.
+ Prepare requests for proposals for projects; solicit design proposals from consultants; evaluate proposals recommend awards; assist in developing contracts for selected consultants.
+ Collaborate and coordinate with all project related personnel, contractors, and constituents throughout each project phase; provide functional and technical direction; identify and address immediate project needs; identify and resolve specification disputes as required.
+ Provide or manage quality assurance reviews for consultant designs and documents; ensure city project needs are met, best practices are implemented, and deliverable outcomes are achieved.
+ Oversee all contractor activities; administer all provisions of project contracts and grants; ensure all contractor compliance including tracking, maintaining, and reporting on project accounting, budgets, and schedules; ensure contractor requests for information (RFIs) are responded to.
+ Write grant proposals and assure compliance with grant requirements.
+ Ensure inspection of projects; negotiate and facilitate project changes; prepare contract amendments; solicit change order approvals from other project managers and City partners.
+ Ensure the integration of project related services with other divisions and city departments.
+ Coordinate and ensure ongoing communication updates with immediate supervisor and all relevant City departments involved in programs and projects to ensure compliance with applicable City plans, laws, and regulations.
+ Lead and participate in a variety of meetings. Develop agendas and slide decks; prepare minutes from meetings; engage in relevant public relations activities. Present project related plans and updates to a variety of public audiences such as City Council, agencies, advisory boards, and committees.
+ Monitor and evaluate performance results, expenditures, and effectiveness of programs and service delivery systems. Develop and administers instruments for program assessment and compile assessment information.
+ Performs other duties as assigned.

Minimum Qualifications
Any combination of training and experience, which would provide the required knowledge, skills and abilities, to perform the essential functions of the position, may be qualifying. A typical way to obtain the required qualifications would be:
+ Equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering, landscape architecture, environmental service, environmental or urban planning, or related field, and
+ Three (3) years' experience in paraprofessional civil engineering, landscape architecture (or related field), environmental sciences, and/or project management/administration.
Preferred:
+ Coursework in such fields as economic / community development and real estate
+ Project management/administration or private projects.
+ Project management certification
License and Certifications:
Valid driver's license with a satisfactory driving record.
Physical Demands
This position is primarily a sedentary role although standing and walking will be required.
Requires mobility to work in a standard office setting, operate a motor vehicle and inspect project sites. Vision is required to read printed materials, use office equipment and technology; distance vision, peripheral vison and focus adjustment are required. Hearing and speech are required to communicate in person and over technology platforms. Finger dexterity is needed to operate standard office equipment. This position may occasionally climb stairs or ladders and may occasionally be required to bend, stoop, kneel and reach, and to push, pull, lift, and carry objects weighing up to 40 pounds.
Environmental Elements
This position is primarily located in an office environment with moderate noise levels, controlled temperature conditions, and rare or no direct exposure to hazardous physical substances. The work varies between a standard office setting and various outdoor settings where the employee is occasionally exposed to loud noise levels, hot and cold temperatures, inclement weather conditions, steep and uneven ground conditions, dense vegetation, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may encounter circumstances which require de-escalation when interpreting and enforcing departmental policies and procedures.

Schedule:
The City of Tigard's Community Development Department currently works on a 4/10 schedule, with Fridays off. Teammates are expected to work at least two days in the office (the whole department is in on Wednesdays.) New teammates may be required to be in the office more than 2 days a week for the first 6 months. Night meetings are sometimes required.
Compensation: The annual range for this exempt position is $84,909.31-$111,019.32.The starting pay assignment, based on an analysis of the successful candidate's related experience and education in accordance with the City's pay equity policy and the Oregon Equal Pay Act, would be no higher than $99,917.38. Eligible for a merit increase after 6 months.

Classification Notes:
This classification receives general and functional supervision from assigned professional, supervisory, managerial, or administrative personnel and exercises functional and technical direction over consultant teams and/or technical support staff assigned to projects.
This is the journey-level classification in the project management series responsible for performing project management for City, capital improvement, and/or TIF Agency projects. Responsibilities include managing the planning, design, and/or construction phases of City, capital improvement, and/or TIF Agency projects, conducting research and analysis, and preparing reports and estimates.
Incumbents provide design/planning input and require the ability to determine project design or construction needs. Performance of the work requires the use of independence, initiative, and discretion within established guidelines. The work requires public contact, the frequent use of tact and judgment, good knowledge of departmental operations, and the ability to coordinate independent, complex projects. This class is distinguished from the Project Coordinator in that the latter coordinates projects of a smaller scope and does not direct consultant teams and staff on specific projects. This class is further distinguished from the Senior Project Engineer in that the latter requires a professional engineering degree, licensure, and an extensive professional background, and performs professional engineering work with independent judgment.
