PROJECT MANAGER
CHICAGO DEPARTMENT OF AVIATION
JOB ANNOUNCEMENT
ESSENTIAL DUTIES:
This project manager will play a vital role in ensuring contractor/vendor compliance with financial and scope requirements, budget monitoring, and payment processing for approximately 13 different contractors/vendors.
Initiates All Purpose Requisition Forms (APRF’s) for the Safety and Security Section, utilizing the City of Chicago, Financial Management System (FMS). Ensures authorized contractors/vendors are in receipt of the FMS’s approved releases prior to the work being performed. Audits invoices prior to processing payment utilizing FMS. Analyzes vendor performance metrics and delivers insights to CDA Security management team, maintaining up-to-date documentation for compliance and best practices. Identifies opportunities for process improvement across engagements. Builds out an invoice tracking and contract management process to increase financial control within the section. Tracks and monitors various Key Performance Indicators (KPI)’s, key metrics for the organization. Leads ad-hoc analysis across project resources and financials, which impact the annual operating plan budget and forecast. Candidate should have knowledge of government contract regulations, cost accounting standards, contracts management, familiarity with purchase orders, invoicing, oracle general ledger reconciliations, software and 3rd party contract management process flow. Utilizes excellent Excel, PowerPoint, and organizational skills. Must have the ability to handle time-sensitive follow-ups with very senior leaders on the team. Performs other job-related duties as required.

Qualifications
MIMIMUM QUALIFICATIONS: Graduation from an accredited college or university with a Bachelor's degree in Business, Public Administration, or in a field of study directly related to the responsibilities of the position, plus five years of project management work experience, or an equivalent combination of education, training and experience.
