SUMMARY
Bering Global Solutions (BGS), LLC a subsidiary of Bering Straits Native Corporation, is seeking a full-time Project Manager to supervise day-to-day operations of a human performance (HP) program supporting Air Force pilot training at Barksdale AFB, Louisiana. This work will incorporate job-specific conditioning, cutting-edge HP technology, and easy-access to prehab & rehab physical therapy.
As part of the broader Human Performance team, the Project Manager will work closely with one or more Strength and Conditioning Coaches, Cognitive Performance Specialists, and Performance Dietitians to help student pilots and/or instructor pilots to perform optimally and remain physically and mentally able to perform. At a minimum, the program will address chronic neck and back pain, increased cognitive demands of modern flying operations, and the need for holistic resiliency. Responsibilities
ESSENTIAL DUTIES & RESPONSIBILITIES
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.
- Responsible for organizing, directing, and managing all aspects of program operational support functions involving multiple complex and inter-related project tasks.
- Assist AFGSC CRAFT Program Director with planning, scheduling, execution, and validation of the AFGSC human performance program efficiency and effectiveness.
- Provide the technical expertise and advice in the implementation, execution, update and sustainment of human performance program courseware and other deliverables.
- Maintain situational awareness on expanding best practices and concepts for developing course content, execution of training, and evaluation criteria.
- Organize, collect, analyze, and present statistical information related to program effectiveness to the COR no less than quarterly.
- Manage data produced during the course development and execution.
- Recommend changes (additions or deletions) to program content after the completion of each course, based on both staff and student feedback.
- The PM shall manage daily operations and performance execution of this contract.
- The PM will ensure that performance standards are met and that task completion, specialty service delivery, and compliance with the roles and responsibilities as outlined in this PWS are maintained. If future travel to a specific CRAFT program location apart from Barksdale AFB, LA is needed to fulfill these duties, travel funding will be provided at the expense of the Government.
- Provides overall direction of program activities.
- Manages and maintains interface with the senior levels of the customer’s organization.
- Consults with customers and operations personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.
- Establishes and maintains technical reports to show progress of projects to management and customers, organizes and assigns responsibilities to subordinates, oversees the successful completion of all assigned tasks.

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO’s)
- Possess a degree in Business Management, Administration, Finance, Operations Management, or Human Resource Management with 5+ years of experience; or a Bachelor’s Degree in Health and Exercise Science, or Kinesiology with seven (7) years of equivalent experience managing a similar workplace/team environment
- Ability to work with the Government to establish new information technology system requirements or new service rollouts
- Ability to work with career field leaders to collect data and present requirements
- Supervise Specific software programs Support Team Members
- Ability to coach end-users, coaches, and managers on technology
- Provide tactical, operational, and strategic insight
- Support system interoperability requirements with operational software programs; assists with managing changes to project scope, schedule, and costs to keep the project plan accurate, up-to-date, and within budget
- Prepare internal/external memos, reports, documents, and correspondence as required
- Properly manage and document project activities; assist in the development of presentations, budget projections justifications and travel as needed
- Provides highly skilled technical and management advice to department management and personnel.
- Solicit, monitor, and communicate project performance, status, and results to leadership and the team; addresses or escalates issues as appropriate
- Ensures compliance with protocol guidelines and requirements. Maintains strict confidentiality and classification requirements at all times
- Coordinates and participates in a variety of complex activities involved in the collection, compilation, documentation, and management of research, trend or historical data.
- Assist in the appropriate sharing of de-identified research, trend or historical data with research collaborators and investigators
- Identify and document programmatic risks using expert judgment and historical data; implements approved actions and workarounds required to mitigate the impact of project risk
- Assist in developing departmental plans, goals, objectives, policies and procedures
- Coordinate schedules of staff and other interested parties
- Facilitates acquisition of all materials necessary to support the appropriate execution of the project.
- Acquire and maintain all necessary publications (journal article reprints, etc.). Manages study documentation and publications from different sources
- Perform risk management to minimize project risks
- Create and maintain comprehensive project documentation

- Solid organizational skills including attention to detail and multi-tasking skills

- Proficient understanding and working knowledge of computer, e-mail, voice mail, and telephone texts to perform duties

WORK ENVIRONMENT

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.
SUPERVISORY RESPONSIBILITIES
- Hires and supervises direct reports.

ADDITIONAL QUALIFYING FACTORS
