Working with the **Office of Collaboration and Commercialization** (OCC) at Pacific Northwest National Laboratory, the **Management & Project Management Operations** (M&O/PMO) **Program Manager** position supports the OCC management and subject-matter expert staff to organize and verify various compliance-oriented activities across the function. The Program Manager will be a member of the PNNL M&O Program Managers Forum and the PNNL PMOD Forum. The Program Manager is specifically responsible for the oversight and inspection of PNNL's implementation of Bayh-Dole and related statutory and contractual requirements as well as Office of Research and Technology Applications (ORTA) compliance. The Program Manager will evaluate policies, procedures and individual projects for a broad set of compliance and operational risks. The individual will utilize a variety of administrative, analytical, and technical skills (e.g., data analysis, project management, records management, risk assessment, etc.) to assist the OCC team in verifying the compliance and maintenance of operations and programs. This position assists management in verifying that performance is monitored, analyzed, and reported, typically on a trimester basis to prepare performance reports in association with communications to the PNNL Leadership Team, the DOE Pacific Northwest Site Office and Battelle Board of Directors. The incumbent partners with OCC staff to complete corrective actions and resolve the tracking and disposition of those actions in PNNL systems. Finally, this position is responsible for assisting in the writing of procedures and maintaining configuration control prior to publication. This position works with both internal and external contacts with oversight and reports to the Chief Commercialization Officer. The primary focus for the OCC M&O/PMO Program Manager is coordinating, monitoring and completing related tasks to reasonably assure OCC is compliant in the implementation of related requirements (DOE and external regulatory). Additionally, this position is responsible for the overall direction, coordination, implementation, execution, control, and completion of specific projects, ensuring consistency with organizational strategy, commitments, and goals. This includes acquiring resources and coordinating the efforts of team members and third-party resources in order to deliver projects according to plan. Also, responsible to define the project's objectives and oversee quality control throughout its life cycle. **Responsibilities** Responsible for the overall direction, coordination, implementation, execution, control, and completion of specific projects ensuring consistency with organizational strategy, commitments, and goals. This includes acquiring resources and coordinating the efforts of team members and third-party resources in order to deliver projects according to plan. Also responsible to define the projects objectives and oversee quality control throughout its life cycle. Key attributes leading to the determination of upward progression in this career family include: project complexity, risk, team size, business volume, contract type, and political/client/business sensitivities. + Collect, organize, monitor, and distribute information related to quality and assurance management including process improvement functions. + Analyze DOE and externally regulatory requirements, documentation of and compliance to standards in PNNL-developed processes. + Perform assessments and other quality control or assurance task related activities to develop, administer, and apply improvement to the applicable program or plan. + Assess the conformance to standards and business rules approved by management, the analysis and reporting of assurance results, and support to the OCC staff. + Support the Chief Commercialization Officer in ensuring quality service and accountability of services within the OCC often having to problem solve and collaborate within a matrixed organizational structure. + Coordinates workflow intake, disposition and continuous improvement across multiple programmatic areas. + Is responsible for ensuring the OCC's goals and service level commitments are communicated and understood at all levels, which includes taking all necessary steps for realizing a service-oriented, high performance culture; + Plays an analytical role to monitor, analyze, and identify strategic needs, gaps, and risks; and + Fully engage in the Electronic Prep and Risk (EPR) and Project Management Plan (PMP) preparation and submittal processes to ensure work is adequately planned, milestones are defined, and risks are mitigated. + Continuously monitor progress against project planning. + Assure that projects are executed in a safe, secure, environmentally conscious, and operationally compliant manner. + Review and approve significant changes to project scope commensurate with adjustments in risk, budget and schedule. + Ensure attention and resources are focused on delivering maximum value to the Technology Transfer mission and Lab strategy. + Assure PMs fully understand and meet or exceed sponsor expectations for content, quality and delivery. + Tailor management system processes to support reliable delivery of high-quality results. + Performs other related duties as required. **Qualifications** Minimum Qualifications: + BS/BA and 9+ years of relevant project management experience -OR- + MS/MA or higher and 7+ years of relevant project management experience Preferred Qualifications: + Prior M&O or PMO experience **Hazardous Working Conditions/Environment** Not applicable **Additional Information** This position requires the ability to obtain and maintain a federal security clearance. + U.S. Citizenship Required + Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B. + Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing.
