I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Project Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 3, Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).Project managers are the people in charge of a specific project or projects within a company. As the project manager, your job is to plan, budget, oversee and document all aspects of the specific project you are working on. Project managers might work by themselves or be in charge of a team to get the job done.
HHSC is looking for a Project Manager to oversee a new project, Legislative Tracking System (LTS) replacement using the Power Platform tools. The project/solution would result with a system that is scalable, stable, user friendly system for tracking legislation, cost estimates and implementation of legislation. Implements standard project management industry practices. Understands the PMI framework as well as how to establish a project organization and methodology. Must be familiar with Project Delivery Framework and QAT reporting requirements for major Texas Information Resource projects. The successful candidate understands business and technical objectives of modernization project and works closely with multiple key project stakeholders and Vendors. The worker will be expected to manage communicates to clients and IT teams and must develop strong relationships with key decision-makers. Creates project charters, work plans, project tracking documents, and other related project artifacts as necessary. Be able to comprehend and communicate complex technical designs and implementations as well as complex business processes. Develops and makes presentations as required to leadership and oversight entities (e.g., steering committees, QAT, etc.) Serves in an analyst capacity as required. Some on-call support may be required depending on project phase.
The Worker will need to perform the following tasks and assignments:
" Acting as a liaison between stakeholders and project team
" Overseeing design and development work
" Ensuring project meets the standard HHSC guidelines and procedures and developing project artifacts in accordance with Texas Project Delivery Framework
" Completing documentation required for the Quality Assurance Review for Texas Technology projects
" Managing the project, overseeing, and tracking development progress, and ensuring project assignments and progresses align with project timelines
" Developing, monitoring, and maintaining progress of project plans
" Documenting risks, issues, and contingency plans; ensuring resolution of issues and removal of project barriers
" Controlling and reporting progress to the Project Steering Committee, including escalating any risks and issues, as appropriate, in a timely manner
" Providing weekly status updates (written and verbal) and conducting regular project team status meetings
" Overseeing the development of SDLC artifacts, ensure business requirements get translated into technical specifications, guide, and facilitate the SDLC process
" Developing and maintaining strong relationships with project sponsors and stakeholders.

" Transferring working knowledge to current staff

II. CANDIDATE SKILLS AND QUALIFICATIONSMinimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.Years Required/Preferred Experience 10 Required Project Management Experience for large-scale Enterprise Implementations 8 Required State of Texas or Similar Federal/State Project Management Experience 8 Required Project Management /Systems Analyst Experience leading and managing legacy modernization projects 5 Preferred State of Texas Project Delivery Framework Experience 3 Preferred Experience with Texas Statewide systems 1 Preferred Experience with low code/no code solution 1 Preferred Knowledge of State of Texas QAT process for major Information Resources project (MIRP)
III. TERMS OF SERVICE
Services are expected to start 01/27/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 1496 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 701 W 51st Street Austin, TX 78751. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.

TERM OF SERVICE (Required)

Initial Purchase Order Term:
Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.
Renewal Option(s):
HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.
WORK HOURS AND LOCATION (Required)
A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

Position will be remote. Program will allow candidates who are within the state (Any location within the State of Texas).
C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.
D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
