Position Summary:
Advancia Technologies, LLC (a federal government contractor) is seeking a qualified Project Lead - Aircrew Scheduling/Programming Support who will perform the following duties:
Project lead requirements:
• Oversees the Sheppard AFB contract: Coordinates, directs and supervises all technical work executed on this Sheppard AFB contract: FA3020-19-Q-A053 / Prime Award FA3020-19-D-A006. Inherent in this duty is the review and approval of products, monitoring of work schedules, collaboration on visits and meetings between the cadre and/or the Program Manager. Internally, this responsibility addresses supervision of the day-to-day work-related activities of assigned project personnel to include making individual task assignments; coordinating and forwarding request for days off/vacation periods; recommending, coordinating, and monitoring individual personnel; conducting periodic counseling and annual performance reviews.
• Recruit, direct, supervise, appraise, and counsel assigned personnel. Record on your weekly report to your PM
• Provides regular, frequent reports to the Program Manager, Advancia Technologies LLC on the status of assigned project, to include an assessment of Advancia Tech performance, identification of particular strengths or weaknesses, and potential problem areas. Suggest solutions to correct problem areas.
• Participates in the company quality control effort through continuous review of project technical progress and personal involvement in the preparation, coordination, and submission of all project deliverables. Fully implements and monitors the company Quality Management System (QMS).
• Represents organization at all meetings and conferences as required by the PWS and any other meetings/conferences as directed by the Program Manager.

• Ensure that personnel meet all security and training requirements as decreed by the PWS and Advancia technologies.
• Follow all rules and regulations required on Sheppard AFB to include traffic laws, security requirements, Sheppard AFB drills and weather alerts.
• Ensure that all personnel always have on their company ID card and that employees always identify themselves as contractor employees.
• Ensure the work area is safe and secure.
• Conduct personnel meetings as needed.
• Oversee all personnel working on this contract.
• Create/review employee flex schedules obtain approval from flight team. Forward approved schedules to your Program manager (PM)
• Create/review/maintain contract reports as needed.
• Attend/report/brief/debrief as required at meetings with the 80th cadre. Include these meetings and results in your weekly report to your PM.
• Other duties as assigned
Aircrew Scheduling/Programming Support Requirements:
• In addition to the Common Tasks listed, the scheduler function is responsible for scheduling aircraft, academics, and training devices as well as the crew complement in order to meet applicable AETC Instruction (AETCI) 36-2605 Vol 1, other applicable volumes, and training syllabus requirements. For AETC permanent attached and associate aircrew, the scheduler function is responsible for scheduling aircraft, academics, ground duties, and training devices as well as the crew complement for each in order to meet ground and flying training currencies IAW AFI 11-2MDS requirements as well as any local instructor program guidance and squadron procedures. Aircrew will be scheduled within constraints of AFI 11- 202V3, AFI 11-2MDS (Note 1), as well as any applicable syllabus or AETCI 36-2605 (applicable volume) supplements and local guidance.
• Scheduler will change and update the schedule to maximize use of resources when aberrations such as aircraft mechanical problems, medical issues, flight evaluation requirements, expiring event currencies, deployments, student training continuity, weather, student performance, simulator maintenance problems, or other factors affect the schedule.
• Scheduler needs to be able to adapt quickly to changing circumstances in a medium- to high-stress environment. The contractor shall perform all tasks listed below then present them to the Scheduling Officer or designated official for approval.
• Interface with maintenance support, wing scheduling, current operations/ scheduling, and Civilian Simulator Instructor (CSI) personnel or equivalents to request and identify available aircraft resources and additional training devices. Work with wing scheduling (80 OG/OGS) or equivalent to administer the flight hour program, AFI 11- 2MDS requirements (Note 1), as well as any local instructor program guidance.
• Determine schedule requirements by comparing anticipated sortie taskings against the qualification, availability, and training requirements of available crewmembers.
• Build long-range and execute short-range schedules IAW local standard operating procedures and Programmed Flying Training (PFT) requirements to ensure full coverage of all aircrew, student, and supervisor positions. Coordination with senior squadron leadership can be on a daily and weekly basis. Contractor shall notify crew members when required IAW local operating procedures and shall ensure notifications do not conflict with AFI 11-202V3, AFI 11-2MDSV3 (Note 1) crew rest requirements.
• Draft and publish unit long-/short-range ground/academic, flying, and simulator training event schedules on MS, and/or other computer database systems as needed IAW local procedures.
• Keep track when crewmembers and students will be on leave, temporary duty, or have scheduled appointments. The contractor shall de-conflict crewmember schedules and coordinate with flight leadership to ensure crews are available to meet assigned sortie taskings. Track daily flight/ground/academic training requirements and accomplishments to facilitate effective flight scheduling. Schedule aircrew based on the crewmember’s experience and certifications to optimize training.
• Work with OST, OGS, flight/squadron leadership and/or equivalent to ensure student requirements are met and prevent syllabus deviations through proper scheduling. Syllabus deviations are any events that do not follow the flow required by the syllabus.
• Identify syllabus deviations and report them to leadership using locally established procedures.
• Coordinate additional flight, ground, and training device schedule requirements as needed. Interface with appropriate agency to order these requirements from the appropriate agent (squadron/wing scheduling, current operations, CSI schedulers, etc.) IAW locally established procedures.
• Coordinate with the Training shop (DOT), OST, SARM, SOF Liaison Officer (SOFLO), the Weather Shop, and Stan/Eval or equivalents to arrange a schedule to facilitate qualification, upgrade, currency, and continuation training IAW DO priorities as needed.
• Facilitate real-time schedule changes by interfacing with appropriate squadron leadership (Sq./CC, ops officer (DO), Assistant Ops Officer (ADO), Operations Supervisor).
• Obtain training device availability data from OGS, CSI or equivalent Scheduling.
• Populate, publish/post scheduling data IAW local procedures.
• Receive data from DOT, SARM, Stan/Eval, and SOFLO (as needed) or equivalent for ground training requirements and schedule personnel for event accomplishment. This will be done in coordination with applicable flight leadership such that members remain current and qualified.
• Create daily, weekly, and long range scheduling products which may include a squadron Local Flying Hour Schedule, Flying Hour Forecast, Flying Hour Program (FHP) Report, Flying Effectiveness Report, Frequency Schedule, calendars, master slides, and scheduling requirement summary for unit review and briefing to squadron leadership or designated official.
• Collect and maintain historical data on flights, simulators and academics and duties including weather attrition, maintenance attrition, completion rates, and syllabus flow in order to facilitate and inform process improvement. This will be done IAW locally established procedures.
• Perform daily updates of scheduling data as needed to compensate for changing conditions and training completion rates.
Education & Experience Requirements:
EDUCATION:
• High School graduate
EXPERIENCE:
• Minimum of two (2) years of experience working in a DoD operational flying unit (active duty, guard/reserve, contractor or civilian).
• Minimum of one (1) year of scheduling experience working in a DoD operational or training flying unit within last ten (10) years (active duty, guard/reserve, contractor or civilian).
• Minimum two (2) years of experience working with Microsoft Outlook, Word, Excel, Adobe, and PowerPoint.
• Ability to operate the following systems/programs:
• SharePoint websites and communities of practice
• Computer based training scheduling, and integrated management system (TIMS)
• Prior military experience must not have a Dishonorable Discharge or an Under Other Than Honorable Conditions (UOTHC) discharge on their record.
Working Conditions/Working Environment/Physical Demands:
• Some walking and standing required. You may have to lift and carry equipment (i.e. books, tools) weighing approximately 10-15 pounds.
• Most of the work is performed in-doors
• Work in the occupation involves making repetitive motions more than 1/3 of the time
• Requires standing for periodically
• Must be able to stand, stoop, kneel and bend
