Specialty Underwater Services of Baltimore, Maryland, is seeking a season marine construction professional to fill a full time role with project management and estimating responsibilities. The Estimator / Project Manager will have responsibilities in a heavy civil and marine construction environment. Projects and estimates will be of varying size and complexity from conception to finalization both in the design-bid-build or design-build markets.
In this position, you will primarily work from the office located in Baltimore, Maryland. Some travel to jobsites will be required, but the majority of time will be spent in the Baltimore office.

Duties/Responsibilities of the Estimator / Project Manager
The Estimator / Project Manager will be responsible for contract management, change orders, preparation of subcontracts, project scheduling, quantities, invoicing, resource allocation and coordination, estimating, and material pricing and project buyout for private and public projects.
Projects and estimates will be for all types of general contracting work in heavy civil and marine construction. This includes concrete, bridges and structures, shoring, excavation, drainage and utilities.
Essential Responsibilities of the Estimator / Project Manager
- Preparation of Cost Estimates for smaller projects or portions of larger projects.
- Review and submit pre-bid questions to owners.
- Develop detailed take-offs of contract documents.
- Assigns Crews, productions, and costs to the work.
- Evaluates historical cost data.
- Evaluate quotes from suppliers and subcontractors.
- Develop preliminary project schedules.
- Submittal development assistance.
- Subcontract development assistance.
- Change Order assistance.
- Performs other related duties as assigned.
Required Skills and Abilities for the Estimator / Project Manager
- Excellent verbal and written communication skills.
- Excellent interpersonal and customer service skills.
- Excellent organizational skills and attention to detail.
- Proficient in Microsoft Office Suite.
- Proficient in HCSS Heavy Bid and Primavera P3 is preferred.
- Thorough understanding of contracts, plans, and specifications.
- Thorough understanding of engineering, architectural, and other construction drawings.
- Ability to be flexible and efficient in a fast-paced environment.
- Excellent time management skills with a proven ability to meet deadlines.
- Strong analytical and problem-solving skills.
- Ability to read and interpret blueprints.
Education and Experience
- Bachelor's Degree in Business, Civil Engineering, Construction Management or a related field is required.
- At least 3 years of estimating experience in a heavy civil or industrial construction environment is required.
- A background in heavy civil or industrial construction is required.
- Experience with Marine Construction is preferred.
- Experience with DOT is preferred.
- Professional Engineer license is preferred.
- Commercial Diving School Diploma is preferred.
This is a Safety Sensitive Position requiring work on project sites, including federal projects. Project sites contain various safety hazards associated with heavy construction. This position may require working at heights, in confined spaces, around heavy equipment, and under constantly changing circumstances. This position may also entail project site work at night and on weekends on an as needed basis. This position will be subject to more stringent drug testing and compliance policies associated with our status as a Federal Contractor.
