What you will do in this role:
Project Engineer is responsible for all engineering and technical disciplines that projects involve. You will schedule, plan, forecast, resource and manage all the technical activities aiming at assuring project accuracy and quality from conception to completion. Primarily responsible for developing, monitoring, and reporting engineering progress during engineering development of projects, project execution progress, quality, schedule, and Safety. Must effectively plan, control, monitor, and be able to communicate effectively to upper management.

This position requires an employee to be in an office environment as well as exposed to outside elements. There will be exposure to various chemicals and compounds, including fumes and smells, some of them hazardous. The employee may need to enter confined spaces and work in elevated environments. Employee must be able to wear PPE required by the location. General office noise may be experienced and louder sounds and vibrations when outside. The noise level in the work environment is usually moderate. All environments are safe with appropriate PPE.

Your Core Responsibilities:
- Manage and execute projects through all phases from project budget and development, through construction, commissioning, and completion, within budget, schedule, regulatory requirements, and industry accepted practices, as well as leading others as appropriate.
- Perform project development including project scope, cost estimate and schedule. Familiar with project FEL process for project identification and option selection.
- Develop material/construction bid packages for soliciting material/contractor bids, and eventual project execution (including drawings, specifications, work scopes and schedules).
- Apply economic evaluations such as cost savings, profit improvements and operational improvements to optimize project output.
- Ensure project is carried out in accordance with the Stage Gate Project Management (VPM) requirements, regulatory and statutory requirements.
- Onsite construction management through all phases; coordinate with Operations to develop operations, maintenance, and start-up procedures.
- Provide a project engineering service between Consultant, contractor and Owner internal stakeholders throughout all projects within your scope
- Proactively manage RFI processes, and site document control processes and procedures.
- Prepare (or liaises with Contractor Project Control department) on cost estimates, expenditures forecast and schedule in terms of forecast/planning and actuals;
- Support the Project Manager in the development of KPI control framework, risk register for those items related to scheduling and costs, periodic reporting and monitoring of the follow up;
- Report to the Project Manager any deviation from the approved scope of work, and known operational changes and any other deviation from the evaluation of the business case, investment proposals, operational costs and revenues, scope of the project and cost estimates;
- Review and make professional judgment on designs based on Vopak Standards.
- Assist with project procurement and material handling.
- Lead external multi-disciplinary teams and serve as a technical leader.
- Provide technical guidance to operating personnel.
- Lead project incident investigations.
- Communicate project progress and results in a concise and understandable manner.
- Support the Department’s safety, health, and environmental policies.
- Monitor compliance to applicable codes, practices, QA/QC policies, performance standards and specifications
- Interact daily with the clients to interpret their needs and requirements and representing them in the field
- Prepare periodic reports on costs, schedule, progress and quality to the Project Manager
- Maintain timely and effective change management, processes, procedures and systems;
- Support the Project Manager in reviewing Management of change (MOC) processes.
- Be a pro-active leader in safety matters
- Demonstrate excellent stakeholder management skills
- What We Expect:
- Required bachelor’s Degree in Chemical, Civil, Mechanical or Electrical Engineering or similar field of study.
- Required minimum 5 years relevant job experience.
- Proven working experience as a Project Engineer
- Project management and supervision skills
- Familiarity with rules, regulations, best practices and performance standards
- Must possess strong communications, analytical, and organizational and skills for working with all levels within the organization.
- Ability to work with multiple discipline projects
- Decision making ability and leadership skills
- Proficient computer skills, including word processing, spreadsheet calculations, project scheduling and presentation developments
- Excellent knowledge of design and visualizations software such as AutoCAD
- Working knowledge of PHMSA Part 195, ASME B31.3/4, API 650/653, and NFPA along with the requirements and design criteria contained in these documents.
- Time management and organization skills
- Ability and willingness to travel as required (< 15%) and be self-motivated.
