Job Description
Owing to the complex nature of the works involved, this role will suit a tenured Project Controls Lead/Director from a rail (preferred), aviation, highways or Defense background with proven experience and understanding of the capital improvement construction processes to be based in Baltimore, MD.
Job Objectives:
- Delivering Project Controls across infrastructure projects in the Baltimore area.
- The Cost Management Lead will lead the program cost controls function for a program, monitoring for accuracy and consistency of plans, cost, safety, environment and performance reporting, and deploying available controls team resources to best effect.
- Turner & Townsend Project Controls Leads, establish effective control processes in compliance with the State and Federal Regulations and as directed by the Program Controller and maintain these at Territory / Project level.
Other responsibilities include:
- Reviewing new project proposals/remits and monitor so that realistic plans are developed for delivery of the program.
- Identify resourcing requirements to support the program and liaise with planning functions to resolve resourcing issues.
- Provide an efficient day-to-day service to the Program and Project Managers in reporting on plans, costs, safety, environment and program performance.
- Monitor so that data input by project teams and others to cost and performance systems meet required data standards.
On-site presence is required. Requirements may change depending on our client's needs.
- Previous experience working in a project controls environment within the infrastructure sector is mandatory (Rail, Airports, Highways). Rail experience is preferred.
- Experience of working in complex, fast paced, multi-stakeholder environments which require proactive coordination to ensure project success.
- Proficient experience in capital improvement construction Program Controls Management, Earned Value (EVM), Change & Risk Management, Project Controls and or PMO.
- Program Management budget experience over 500M is mandatory.
- Experience implementing scheduling processes across a client’s portfolio.
- A recognized Degree Qualification in a relevant field.
- Practical exposure to network planning structures and techniques, experienced user of Primavera Project Planner 6.0 or above, and Microsoft Project.
- Excellent command of written and spoken English with excellent report writing skills.
- Collaborative and ability to work as part of a national team.
- Strong time management skills, quick thinking and resilience to deal with a fast-paced environment.
- Minimum of 20 years' experience in a similar consulting role.
- Strong communication skills.
