Job Description
INTERFACE MANAGEMENT
- Assertive collaboration by the PE is critical to the project success!
- PE to work closely with PM to determine applicable stakeholders and project team makeup and critical interfaces.
- PE will interface with Engineering team/Engineering provider to ensure components necessary to meet project scope are executed.
- PE is responsible for interface with all Engineering and technical parties. Common technical team members include:
- Engineering team(s) (I&E, Civil, Mechanical, and Drafting)
- System Planning
- Measurement
- Operations
- Power Solutions
- Integrity/Technical Services
- Compression
- Customer’s Engineering/Operations/Technical personnel
- Other team members include:
- Environmental
- ROW
- Construction Manager
- Supply Chain
- Legal
- Regulatory
- Project Controls
- PE will track engineering provider’s progress and cost to ensure timely completion of engineering deliverables per the project schedule.
- Collaborate and communicate regarding any project changes to ensure alignment of stakeholders and project team.
- Ensure that project goals and activities align with the overall strategic objectives of the company.
DEVELOPMENT PHASE
- Scope definition relative to BD Narrative (ie MOP/MAOP, throughput, OD, etc.)
- Gain alignment of scope with all project stakeholders.
- Understand customer obligations per commercial agreements (ie I-S date, interconnect design requirements, schedule constraints, etc.).
- Collaborate with Operations, Measurement, and all proposed project team members.
- Ensure sketches are developed to illustrate mechanical scope, key quantities, and any jurisdictional features such as State lines or Corps Districts.
- Ensure BU specific requirements and preferences are incorporated into scope.
- Reach out to vendors to get accurate pricing for estimate.
- Ensure quality checks and estimate reviews are performed to validate key quantities.
- Review project schedules for critical path accuracy.
PERMITTING PHASE
- Ensure permit application packages and /or resource reports reflect the current scope of work as written.
- Initiate and document a management of change processes for changes to scope in support of permit amendments.
DESIGN PHASE
- Access Lessons Learned database for applicability in Project Execution Plan (PEP).
- Review Material lists, BOM and takeoffs for key quantity match to estimate.
- Identify power needs and contingency plans (ie generator).
- Verify specific constraints around outage dates for both ET and customer’s system.
- Create RFP and bid documents, as applicable, for engineering and technical service providers including deliverables and milestones.
- Plan and coordinate all technical engineering initiatives.
- Ensure project technical documentation/notes are created (Project meetings, design discussions and commitments, engineering action items, etc.).
- Perform technical evaluation and recommendations for equipment and materials.
- Ensure productspecific technical requirements are included in the PEP (ie CO2, H2, NGL’s, etc.).
- Ensure technical project risk items are properly mitigated.
- Ensure all applicable ET standards are communicated to 3rd party project team members.
- Be familiar with ET Engineering Standards and know where to locate them.
- Ensure relevant industry codes are applied.
- Verify regulatory determination (ie FERC, Intrastate, regulated, gathering, etc.).
- Determine/verify material specifications.
- Assess ET Inventory to locate potential material availability.
- Track progress/schedule and monitor costs for engineering provider’s deliverables and milestones.
- Review applicable agency permits. Identify relative design modifications and communicates changes to Environmental PM.
- Manage changes to route and tiein locations (engineering, ROW, Env., customer).
- Verify workspace requirements with respect to construction methodology.
- Work with Operations, Measurement, and System Control to develop commissioning plan early in the PEP
- Develop construction bid documentation and packages (ie pay items, scope of work, material lists, permit matrices, etc.).
- Assist in developing bid tabs and participate in contractor selection.
- Review and submit work offers.
- Identify and resolve issues and conflicts within the project team.
- Track project milestones and deliverables.
- Change Management:
- Report significant changes in project scope, schedule, or cost to management promptly.
- Provide recommendations for managing and implementing changes effectively.
- Stakeholder Communication:
- Act as a liaison between project teams and management facilitating clear and effective communication.
- Ensure that management is informed of stakeholder concerns and feedback.
- Ensure project design includes rigorous constructability reviews throughout the process.
- Ensure drawing reviews are conducted and actively participate.
- Ensure appropriate stakeholders are involved in IFR reviews (ie Operations, Measurement, Construction Manager, etc.) and they are done on site or at the local Operations office.
- Verify unit quantities included in bid documentation.
- Review BOM with vendors
- Monitor development of drawings to ensure typical and standards are appropriately applied.
CONSTRUCTION PHASE
- Assume the role as Project Manager for some components of major projects and programs.
Troubleshoot construction issues
; incorporate engineering team as necessary.- Support PSSR/PHA; preference is to attend in person.
- Ensure commissioning is properly supported and resources are available in a timely fashion.
- Ensure ongoing communication with applicable stakeholders regarding outage scheduling.
- Monitor progress for power supply and prepare for temporary backup power if necessary.
- Assist in reviewing and managing RFI’s and consult with Project Director on proposed change orders.
- Ensure asbuilts/as-built survey data is completed and delivered to ET in a timely manner.
- Ensure project construction documentation is thorough and complete in Project Pulse in a timely manner.
- Work with Cost Analyst to close out open work offers and purchase orders.
