Job Title: Project Controls Manager
Location: Byhalia, MS
Job Summary:
Responsible for managing and driving the project controls team to successfully deliver timely project performance controls and reporting to project management team across cost & planning. Strong focus on scheduling, trending, forecasting, reporting and management of change to contribute towards early influencing of cost and time impacts across the project lifecycles. Relates to all aspects of project controls including resources, systems, procedures, processes, techniques and governance, with support and oversight by corporate project controls. Significant emphasize on driving and creating an integrated project controls environment and communicating with stakeholders in their role in creating functional performance reporting.
Primary Duties:

Oversees the translation of the tender estimate (approved contract plan) into the project baseline budget and project baseline schedule

Oversee the delivery of the project execution schedule into the approved baseline schedule

Drives integrated project controls model through intelligent coding between Primavera, Envision and Prism.

Assists with educating planners in their role on quantities, progress, and forecast dates on s-curves and progress reporting
-
Assists with educating cost in their role in working with the planners on linking the schedule and reviewing/validating weekly s-curve progress performance.

Deliver project coding structure (OBS, WBS, CBS, WP) to control costs, hours and schedule

Ensure integrated project control systems (Primavera P6) are set-up and the project controls baseline construction structure are inputted into the Construction system

Work with project management team to develop specific packaging and controls to uniquely identify and track key packaged scope through schedule, cost, man-hours, quantities and progress to measure performance against the baseline

Identify with project manager package owners and agree accountabilities for cost & schedule updates, forecasting and management

Setup the project/client & corporate reporting deliverables including project reporting calendar, aligned to Yates Corporate reporting calendar

Agree the basis of measurement and rules of credit for EV reporting

Prepare project specific procedures, project controls plan, management of change and contribute to project execution / management plans, governed by the Project Controls Operating Standard

Agree project controls organization and responsibilities with project manager

Manage and coordinate the project control functions and team members including performance management, capabilities assessments and resource utilization

Deliver strategic planning, logic & sequencing, critical path analysis, lookaheads, productivity and performance analysis deliverables
-
Manage the delivery of monthly cost & schedule forecast reviews and drive integrated project controls culture

Develop cost forecast basis, methodology, techniques and assumptions delivery

Lead and drive effective communication of cost & schedule forecast variances to the project team to support early mitigation strategies

Lead and drive change control behaviors through early deviation identification and notification with consideration to project risk and opportunity impacts

Lead and drive progress and earn value reporting, highlight early trending, analyze and deliver performance status and highlight variance impacts to progress baseline

Manage and deliver reporting deliverables project/corporate on behalf of and supported by the project director

Comprehensive understanding of head contract agreed scope, pricing schedule, commercial framework, project & construction execution strategies

Accountable to create project specific, project controls workflows with flexibility to adjust and respond to current project delivery focuses

Drive project controls services through knowledge sharing and reinforcing project reporting integrity is achieved through functional stakeholders understanding their role in contributing to overall project performance reporting.

Drive collaborative relationships between project controls team and project management functional stakeholders to deliver effective and proactive performance measurement controls

Drive the team to participate in project team meetings through highlighting risk, opportunities, progress, trends, areas of concern or achievement

Qualifications:
-
An undergraduate university degree or higher (preferably in Construction Management, Finance, Engineering, or Business Administration)

Other relevant education, training or work experience may substitute for bachelor’s degree
-
Seven (7) to ten (10) years previous industrial or commercial construction experience is required
-
Five (5) to ten (10) years professional experience in project controls
-
Five (5) plus years of experience in project controls management
-
Advanced skills in Microsoft Excel and working ability in all Microsoft Office Professional Suite software
-
AACE / ACES qualification preferred
-
MBA preferred
Requirements:
-
Experience within project execution environment and multi-currency implications, with strong experience in cost and planning preferred.

Cost and schedule change management experience
-
Site and home office experience essential
-
Experienced across all project lifecycles / phases, and various commercial models
-
Experience recruiting, driving team members deliverables and managing individual performance management is essential
-
Experience in maintaining procedures, governance oversight and stakeholder presentations is essential

Advanced to expert knowledge of the unique challenges encountered while working in a project dynamic environment, awareness of how project scope and execution delivery can evolve and impact performance delivery

Advanced expert knowledge of project reporting demands with regular progress updates against the agreed baseline (scope, cost, hours, quantities, schedule). Reporting is a standard contractual obligation and the importance of timely & accurate progress reporting supported through robust performance controls and clear accountabilities cannot be underestimated.

Strategic messaging is key when reporting performance status

Advanced knowledge of different commercial frameworks (i.e. lump sum, unit rates, reimbursable, day rates) and recognizing how you may need to refocus your performance controls and drive others differently, to support the project commercial framework.

Advanced knowledge of the importance of systems maps, workflows and data interfaces with support services onboard/HR, payroll, commercial, supply chain, engineering, construction and finance

Advanced knowledgeable of timely & effective communication, why reliable data is import and how to manage the frequency and volume of change
