Detailed Job Description: (Please be specific with all job duties required by the hired candidate.)
This request is for a programmer/analyst for the DCF Family and Economic Support Technical Services (FESTS) Section child support systems and will provide expert level programming and analysis for KIDS Mainframe and distributed applications on projects with federal, state, administrative mandate. The program is a large/complex (1000+ program, 400+ table) MVS/COBOL/DB2/CICS system with additional .net distributed applications. Successful candidates must have proven development experience in MVS/SAS/COBOL/CICS/DB2/TSO/JCL languages and also some Microsoft .Net Web development experience. Candidates will have experience with structured analysis and design, as well as an understanding of full Systems Development Life Cycle. Project duties will be to work as a programmer analyst and part of a team to develop and maintain child support applications.
Project duties will also include scheduling, analysis, design, coding, testing, quality assurance, ad hoc reporting (SAS), development of user documentation, training materials and help screens. First consideration will be given to those candidates that have experience with child support enforcement systems or large case management, financial or state automated systems (i.e., UI, TANF, TAX). Preference will be given to qualified candidates with business in DCF Child Support business area, prior experience with the KIDS system, and familiarity with State of Wisconsin application systems, procedures, and development standards.

It is required to have full audio/video conferencing capabilities (camera and headset).
2. ALL candidates must be located within the United States. ALL contact information must
also be domestic. Absolutely no work outside of the US is allowed.
3. Selected candidate will not be assigned specific work-space however, may be required to report
in person as needed with minimal notice.
4. An in-person interview may be required before a final hire is made. The hiring manager has
discretion to allow phone or video interviews at any point during the process.
5. Please provide three (3) business references for the interview.
6. The selected candidate will be required to sign all onboarding documents as part of the
onboarding process. Candidate will also be required to complete any security training as directed by the division, department, or agency.
7. The selected candidate will be required to complete a criminal background check and any
fingerprinting as required by the position.
8. This position is budgeted for 1960 hours annually. Hours will be prorated the first year based on
start date.
