About Oakland Leaf
Oakland Leaf was founded in 2001 by a collective of East Oakland educators intent on empowering youth voice. For the past 20 years, Oakland Leaf has evolved into a highly regarded leader in the fields of youth development and out-of-school time learning.
Oakland Leaf facilitates culturally relevant out-of-school time programming for approximately 1,000 K-12 East Oakland students through seven after school programs at public elementary and middle schools across East Oakland, one paid internship programs for high school students, and two 5-week summer camps - one for elementary children and one for middle school youth. Our programming emphasizes social and emotional learning, creative expression, critical thinking, leadership development, social justice, college and career readiness, and includes a diverse range of enrichment opportunities including S.T.E.M. activities, sports, poetry, visual arts, dance, literacy, community impact projects, and more.
Position Overview
The Program Quality and Training Manager is responsible for overseeing program quality assurance, designing and implementing staff training, and ensuring adherence to best practices and standards across all program areas. This role will work closely with program staff to monitor program effectiveness, deliver professional development, and develop resources that support continuous improvement and compliance with funder and regulatory requirements.
Specific Duties & responsibilities
Program Quality Assurance
- Develop and implement quality assurance frameworks, processes, and tools to assess program performance and alignment with organizational goals.
- Conduct regular program evaluations, including site visits, surveys, and data analysis, to measure program effectiveness, identify areas for improvement, and ensure adherence to standards.
- Collaborate with program managers to review performance metrics, establish benchmarks, and implement corrective actions as needed.
- Ensure programs are in compliance with local, state, and federal regulations, as well as any funder-specific requirements.
Program Improvement & Innovation
- Lead continuous improvement initiatives by analyzing data, gathering stakeholder feedback, and researching industry trends to identify opportunities for innovation and program enhancements.
- Partner with program teams to pilot new program models, monitor outcomes, and integrate lessons learned into future program design.
- Encourage a culture of learning and accountability, empowering staff to actively participate in program quality improvement.
Data & Reporting
- Oversee data collection, management, and reporting processes to ensure accuracy and integrity in program outcomes tracking.
- Prepare reports on program quality, training impact, and compliance metrics for leadership, funders, and other stakeholders.
- Use data analysis to assess program trends, identify risks, and inform strategic planning and resource allocation.
Staff Training & Development
- Design, deliver, and evaluate training programs that enhance staff competencies, including onboarding, professional development, compliance training, and role-specific skills.
- Develop training materials, resources, and guides to standardize best practices across all program sites and ensure consistent quality in service delivery.
- Work closely with HR to support staff performance evaluations by identifying development needs and providing targeted training solutions.
- Coordinate ongoing learning opportunities, workshops, and coaching sessions to build staff skills in areas such as leadership, client engagement, program delivery, and data management.

Minimum Qualifications
- Passionate about Oakland Leaf’s and committed to youth development.
- Strong understanding of program evaluation methods, quality standards, and compliance requirements.
- Proficiency in developing and delivering training materials for diverse learning styles.
- Excellent data analysis skills, with experience using tools such as Excel, Google Sheets, or data visualization software.
- Strong project management and organizational skills, with the ability to manage multiple priorities and deadlines.
- Excellent written and verbal communication skills.
- Able to analyze complex information, identify patterns, and make informed recommendations for improvement.
- Meticulous in ensuring programs meet standards and that documentation is thorough and accurate.
- Works well with cross-functional teams and is able to build consensus and support among staff.
- Thinks creatively and is open to testing new approaches to enhance program quality and effectiveness.
- Enjoys working collaboratively and contributing to a positive office culture.
Education & Experience
- Experience: 3 years of experience in program management, quality assurance, training, or a related field in the nonprofit or social services sector.
- Education: Bachelor’s degree in Education, Social Work, Nonprofit Management, or related field

Compensation
- $55,000 to $60,000 Annual Salary , depending on experience
