ABOUT RESIDENT SERVICES
The Resident Services team is responsible for bringing essential support services to our residents. Our three areas –Family Services, Senior Services, and Health and Supportive Housing – build relationships with our residents by engaging, connecting, and providing services to help them maintain stable housing and achieve self-sufficiency. Our programming emphasizes long-term financial and physical health and mobility and spans financial workshops, ESL classes, senior wellness activities like Bingocize (BINGO and exercise!), after-school programs, and a six-week summer program for young residents. The Services team is also instrumental in ensuring food security through onsite food distributions in partnership with local organizations. Rooted in our ICARE values (Integrity, Collaboration, Accountability, Respect, and Excellence), and our Guiding Principles of Diversity, Equity, Inclusion, and Belonging, Resident Services also works closely with our residents and community partners, and their fellow MidPenners — including close collaboration with our Property Management team.

PAY RANGE
$64,000 - $78,000 Annual Salary - Pay based on applicable experience and qualifications.
POSITION OVERVIEW
The Program Operations Specialist drives efficiency and impact within MidPen’s Resident Services by leveraging data systems, fostering a culture of learning, and streamlining processes. This role supports the delivery of efficient, compliant, and outcome-driven programs that enhance resident well-being and align with organizational goals.
The right candidate has a learning mindset, excellent analytical and problem-solving skills, and a track record of making sense of diverse sources of information. They can implement and manage high-quality data systems and apply systems thinking seeing beyond what exists today and imagining something better for tomorrow. Strong candidates for this role will excel in both a team and independent environment.
This is a hybrid position, based on current MidPen policy of working Tuesdays and Thursdays in the any of the offices - Union City, Foster City, Oakland Office. Monday, Wednesday and Friday, option to work from home or the office. When working from home, requires a reliable internet connection.
ESSENTIAL DUTIES
Data Management and Analysis
- Lead programmatic data and reporting for all three program pillars: Economic Stability and Mobility (ESM), Education Support Opportunities (ESO) and Health (Physical and Mental)
- Maintain databases or software for tracking resident participation in programs and outcomes over time, ensuring accuracy and accessibility
- Support program evaluations through survey design, data analysis, and feedback integration to improve program impact
- Collaborate with Data Analytics team to build, develop, and maintain data models, reporting systems, and automation systems providing actionable insights for efficiency, satisfaction, departmental performance, and decision-making
Training and Process Improvement
- Develop and deliver trainings for site staff and managers on data management, reporting processes, and quality assurance protocols
- Work with Learning & Development team to create standardized modules for data management and operational efficiency
- Identify process inefficiencies and implement improvements to enhance program delivery and compliance
Partnership and Compliance Oversight
- Oversee partnership performance ensuring deliverables meet contractual obligations and compliance standards
- Ensure data systems align with privacy and security standards (e.g., HIPAA, HUD guidelines)
- Collaborate with multidisciplinary teams, including program staff, IT, and external stakeholders, to drive shared goals, streamline processes and result technical issues related to data systems
- Serve as a champion for MidPen’s ICARE and DEIB values and principles fostering collaboration among diverse teams
Program Evaluation and Reporting
- Generate detailed reports for internal and external stakeholders to evaluate program outcomes and inform decision-making
- Design and implement tools (e.g., surveys, feedback loops) to collect and analyze data that supports continuous improvement in service delivery and resident satisfaction
- Collaborate across Services divisions and departments to streamline program delivery processes and ensure alignment with organizational goals
- Track progress on contract implementation and provide regular updates to stakeholders and supervisors
- Performs other duties as assigned
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the education, knowledge, skill, and/or ability required.
Education and Experience
- Bachelor’s Degree required and a minimum of 3+ years’ experience in data systems, program operations, or related fields, or an equivalent combination of education and relevant experience
- B.S. in Business Administration, Economics, Finance, or Mathematics preferred
- Experience in a position monitoring, managing, manipulating, drawing insights from data, and making data-driven decisions to improve impact measurements
- Experience with data visualization platforms such as Tableau or Power BI preferred
- Experience working in a non-profit, affordable housing, or resident services environment preferred
Knowledge, Skills, and Abilities
- Ability to read, analyze, and interpret documents such as operating instructions, procedure manuals, reports, and legal documents
- Ability to convey data and associated results in a meaningful and condensed way
- Ability to navigate competing deadlines, gather and analyze information, and solve problems skillfully and timely in a fast-paced work environment
- Ability to work with stakeholders to assess potential risks
- Demonstrated expert proficiency using Microsoft Office (i.e., Excel, Word, PowerPoint, and SharePoint)
- Ability to complete assigned tasks independently and ability to meet deadlines using demonstrated time management skills
- Strong analytical and detail-oriented aptitude; a high degree of accuracy is required
- Strong problem solving and process improvement skills; demonstrated project management and contract analysis skills
- Experience in both qualitative and quantitative impact evaluation techniques
- Knowledge and experience developing and understanding Salesforce reports, dashboards, and process flows to provide reliable, accurate, and timely data visibility
- Must have excellent verbal and written communication skills and ability to communicate professionally and effectively
- Ability to excel in a team-oriented environment and perform well under minimal supervision
- Adaptability to learn new systems beyond the tools listed
- Technical expertise, analytical skills, and operational insight, making it essential for data-driven decision-making and efficient service delivery
- Must possess a valid California Driver’s License, proof of current auto insurance, and reliable transportation
