Job Summary:The Program Operations Specialist's primary duty is enforcement and assist on the implementation of standardizations programs (i.e. CIMS-GB, Green Seal, ISSA, SA Best Practices, etc.) management of current and new operations between Chimes DC and federal, state and commercial customers for services for operations, acquisition of supplies, materials, equipment and services on behalf of the corporation.Essential Function

- Plans and controls detailed operational projects including developing and maintaining a detailed project plan in support of Federal and State contracts.
- Records and manages operational project issues and escalates when necessary
- Writes detailed, technical proposals; prepares and reviews proposal requests (RFP's) and contract proposals for operational synchronization
- Promotes good public relations with government and other business partners in the A1 Program
- Prepares or supervises the preparation of a wide range of operational reports
- Participates in interdisciplinary meetings to discuss and evaluate new and current business
- Reviews customer requests for proposals and offers alternate approaches to mitigate risks involving schedules, costs, specifications, etc.
- Carries out corporation objectives related to the evaluation of business opportunities, development and evaluation of contract proposals and long-term contracts, purchasing actions, and contract planning, implementation and administration.
- Represents the organization in dealing with the government, SourceAmerica and other public and private organizations, individuals, and the general public as needed/required
- Supports the implementation of all policies, rules, procedures and applicable practices
- Assists with pricing for new contracts, sub-contracts, and contract renewals utilizing computer-based pricing tool (i.e., JET, etc.)
- Maintains knowledge and understanding of current operations (30 days), future operations (60-90 days) and Long Range (180-365 days)
- Advises on supply, logistics and acquisition strategies and alternatives for contracts
- Assists with development of proposals in response to RFP's, RFQ's and other business opportunities.
- Oversees operational transportation assets, shuttle services and cargo movement as directed
- Monitors and maintains requirements for all company CDL drivers
- Performs administrative and technical supervisory functions, assists in management of organizational budget and workload in support of CAs.
- Develops performance requirements for subordinates and ensures a mutual understanding of the operational performance standards.
- Review and analyze complaints and grievances as delegated by higher level supervisors.
- Assists with preparation and reviews business proposals, plans, and costing packages to support them; makes recommendations with sufficient information and necessary sources
- Complies with all Agency policies and procedures and follows contract specifications
- Establishes and maintains positive relationships with government facility staff
- Evaluates proposed operational services contracts and makes recommendations
- Assist with lists for all required supplies and equipment for contract proposals
- Assumes responsibility for communicating quality issues to Chimes District of Columbia staff and customers and ensures resolution of any contractual quality issues
- Assist with contract compliance for Chimes DC and ongoing subcontractor surveillance to ensure all aspects of requirements are met
- Complies with Contractor's rules for the building, security guidelines, Chimes District of Columbia Rules for the Workplace and all policies and procedures
- Works cooperatively with others including staff, supervisors, administrators, co-workers, site employees, agencies, community professionals, customers, vendors and the public
- Communicates effectively, orally and in writing, with all levels of staff within the organization
- Uses technology for the completion of specified job duties
- Works a flexible work schedule; Attends work regularly according to assigned work schedule and in accordance with Agency policy
- Attends and participates in-service training, staff meetings, and other activities to facilities professional development
- Follows instructions
- Completes required in-service training, including, but not limited to, OSHA Standards, Fire Safety, and other safety precautions as directed by Human Resources
- Supports Chimes DC's quality assurance efforts, performs facility audits, quality inspections, data analysis, quality assessments, develops SOP's and corrective/preventative action plans
Secondary Functions:
- Serves as liaison with building occupants and building services
- Provides site management oversight and support as needed
- Stays current in knowledge of all aspects of mechanical and manual custodial methods, new technologies, new materials, and equipment
- Serves as liaison between Chimes District of Columbia and community agencies through procedures as established by Chimes District of Columbia
- Follows instructions and abides by Agency policies and procedures
- Serves as a positive Role model for individuals served and Agency Staff
- Assumes other duties, responsibilities, and special projects as assigned
Physical Abilities Needed to Meet Work Demands:
- Ability to stand or walk for long periods of time
- Ability to go up and down stairs
- Ability to reach above the head, bend, kneel, stoop, and crawl
- Ability to lift, carry, and push up to 50 lbs. as needed
- Ability to see details on the floor, above the head, or on surfaces
- Ability to maintain a safe environment for up to 8-10 people. This includes, but is not limited to the physical ability to evacuate people during disaster drills and emergency situations

Other requirements:
- Valid driver's license from state of residence and ability to drive
- License must have been valid for at least 3 years
- If driving a 15-passenger van, must be at least 25 years old
- Acceptable driving record as determined by Agency's insurance carrier and by Chimes DC policies and procedures
Essential Personnel: This position is designated as essential. This means that when the facility is faced with an institutional emergency, employees in this position may be required to remain at their work location or to report to work to protect, recover, and continue operations at the facility.Education:
- Bachelor's degree from an accredited college or university
- Valid CPR/FA certification preferred
- Knowledge of green cleaning principles, Green Seal and CIMS certification requirements
- Knowledge of electronic tracking systems such as MAXIMO, SAMS, TAMS, JAMS
- Knowledge of regulatory standards, hospital standards, and facility management
- Knowledge about regulations for SDS, Fire and Safety, Hazard Communications and Bloodborne Pathogens
Experience:
- Five (5) years of progressively responsible experience with exposure to government contracting and public contacts
- Or A high school diploma plus ten (10) years of progressively responsible experience performing responsible contractual services, preferably with the federal government
