Overview:
INTECON, LLC is seeking a dynamic and experienced Program Manager to lead its Business Management Division (BMD) within the Program Management Office (PMO) of FEMA’s Office of National Continuity Programs (ONCP). This is a key leadership role, responsible for delivering cost-effective and critical business reporting across BMD’s core functions, which include Budget and Financial Management, Acquisitions Management, Human Resources Administration, Asset Management, and Portfolio Oversight.
The ideal candidate will have a strong track record of managing complex projects and teams, with an emphasis on compliance, stakeholder engagement, and operational efficiency. This is an opportunity to make a meaningful impact within a high-profile federal program supporting national continuity.
Key Responsibilities:
- Oversee the daily operations of the BMD within ONCP’s PMO, ensuring alignment with FEMA’s mission and objectives.
- Develop and implement strategies, policies, and procedures to drive the division’s effectiveness, compliance, and strategic alignment.
- Provide leadership and guidance to division staff, fostering a collaborative and results-driven work environment.
- Ensure compliance with federal regulations and policies, including the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other related statutes.
- Manage budgets and resources efficiently, ensuring the division operates within its financial constraints while delivering high-quality results.
- Build and maintain strong relationships with internal and external stakeholders, including other FEMA divisions, federal agencies, and key contractors.
- Lead efforts in improving operational performance, identifying opportunities for process enhancements, and implementing Business Process Improvements (BPI).
- Deliver timely, accurate, and relevant business reporting, including financial and acquisition data, while ensuring compliance with all relevant policies.
- Support pre- and post-award contract processes, including vendor invoice reviews, market research, technical evaluations, and contract close-outs.
- Oversee the management of the BMD/ACMB relational database, supporting data entry, reporting, and the migration of contract information into Tableau.
- Conduct qualitative and quantitative analysis of ONCP’s contract and acquisition data, providing advanced analytic support for senior leadership.
- Represent the PMO and BMD at internal and external meetings, serving as a key spokesperson and advocate for the division’s goals and achievements.
- Manage SharePoint documentation, facilitate PowerPoint presentations, and assist in developing new acquisitions, procurement, and programmatic documentation.
Clearance Requirements:
- Active Top Secret (TS) clearance is required; TS/SCI clearance is preferred.
Qualifications:
- High School Diploma or GED required. Bachelor’s or Master’s degree in business, management, or a related field preferred.
- 7+ years of experience in program or project management, with a demonstrated ability to lead complex projects and diverse teams.
- Current Project Management Professional (PMI-PMP) or equivalent certification.
- Strong background in business management, including budget and financial management, acquisitions, human resources, asset management, and/or portfolio oversight.
- Familiarity with federal acquisition regulations and practices, including FAR, DFARS, PPBE, and the Anti-Deficiency Act (ADA).
- Proficiency in Microsoft Office Suite, including PowerPoint and SharePoint.
- Demonstrated ability to analyze and synthesize data, providing actionable insights to senior leadership.
- Proven ability to manage multiple priorities, work independently, and meet tight deadlines.
Desired Skills and Experience:
- Experience supporting FEMA or other federal agencies is highly desired.
- Strong leadership skills with the ability to inspire and drive innovation within the team.
- Exceptional problem-solving abilities, with a focus on driving efficiency and performance improvement.
- Familiarity with Tableau or similar data visualization tools is preferred.
