Description SAIC's Navy Business Group has an opportunity for a Program Manager in support of Tactical Training Group Pacific (TTGP) and Expeditionary Warfare Training Group Pacific (EWTGPAC).
This position is in San Diego, CA.
The Program Manager (PM) will serve as the primary liaison between SAIC and the Government, providing leadership and direction to all contractor personnel assigned to the War Gaming Support Services contract.
The PM will be responsible for ensuring the quality and efficiency of the contract, encompassing both technical aspects and business processes.
This role requires a decisive individual capable of managing complex issues and making critical decisions on behalf of SAIC in response to Government concerns, issues, or problems.
JOB DUTIES:
• Leadership and Guidance: Provide overall leadership and guidance to contractor personnel, ensuring alignment with contract requirements and objectives.
• Performance Management: Supervise technical efforts and manage overall performance for the contract, including task assignments and ongoing performance evaluations.
• Client Relationship Management: Act as the primary point-of-contact for the Government, responding to inquiries, concerns, and comments promptly and effectively.
Proactively identify and address potential contractual or programmatic issues.
• Experience Requirements: Possess a minimum of 16 years' Naval Officer experience including Fleet/Major command staff and training command assignments.
Additionally, have at least 5 years' naval warfare training or equivalent training experience using modeling and simulation systems.
At least 5 years' experience in managing efforts of at least 50-70 individuals with military operations, training, and warfare subject matter expertise.
• Support business development and program staff management.
Ensure compliance with quality standards and escalate challenges to leadership.
Qualifications REQUIREMENTS:
• Bachelor's degree and eighteen (18) years or more of Naval Officer experience, including Fleet/Major command staff and training command assignments; Masters and sixteen (16) years of Naval Officer experience, including Fleet/Major command staff and training command assignments.
• 5 years' naval warfare training or equivalent training experience using modeling and simulation systems.
• 5 years' experience in managing effort of like complexity of tasks and number of personnel.
• Understanding of Navy Fleet Response Training Plan (FRTP), Seventh Fleet Training Plan (SFTP), Marine Expeditionary Unit (Special Operations Capable) Pre-deployment Training Program (MEU (SOC) PTP) and Joint Training Plan requirements.
• Experience with Fleet Synthetic Training as Sea (FAS); Live, Virtual, Constructive (LVC) training; and Navy Continuous Training Environment (NCTE).
• Must have an Active Secret Clearance.
• Must be a U.S.
Citizen.

• Experience managing 30 or more program staff including direct labor, subcontractors and suppliers.

Raise personnel issues to appropriate internal support elements.
• Ability to act independently while routinely being reviewed for soundness of judgment and overall quality and content.

Target salary range: $120,001 - $160,000.
