Summary
Oversees the operation of the Family Support and related services and is responsible for budget development and monitoring of the entire program.
Works directly with the program coordinators and program supervisors in all aspects of program including daily operation and staffing as well as developing strategies to continuously improve and enhance the quality of services.
Perform advanced data compilation and verification; organize and implement program activities; evaluation and improving existing services by identifying program needs and staff skills to complete and meet contract requirements.
Responsibilities
Contract Management
- Oversee contract compliance through regular review and monitoring of Family Support contracts.
- Ensure education of staff with contract confidentiality requirements and best practices.
- Ensures all programs meet or exceed outcomes and indicators.
- In collaboration with all staff, coordinator and program supervisor, identify gaps in services and ensure design and delivery or quality innovative and culturally responsible services.
- Work with the program administrative staff to ensure strategic outreach to the refugee and immigrant communities.
- Responsible for financial aspects of the program, auditing monthly budget development and reviews, contract monitoring, expenditure and revenue comparison, budget analysis and revision, program budget development.
- Ensure program operates within the budget framework.
- Ensues funders requirements {i.e. participation enrollment, retention, job placement, etc.) are met.
- Write and submit monthly program reports and annual narrative reports including outcomes, expense reports, program assessments and program report and submit to the Senior Director of Family Empowerment and Executive Director.
- Ensures the services delivery of all outcomes, and internal monthly, quarterly, and annual reports are on time.
- In collaboration with the Finance Director and the Senior Director of Family Empowerment develop contract and budget proposals.
- Work closely with the Development Director to identify new sources of revenue and take the lead on designing logic models and budgets for grant proposals that ensure financial health of the department.
- Build partnership with community organizations and other stakeholders to work collaboratively in support of program activities.
- In collaboration with Program Supervisors, supervise and train Employment, Social Services and ESL staff to deliver services to clients in effective high quality culturally responsive system delivery and within the framework of the contractual agreement.
- Directly supervise the front desk staff at SeaTac office.
- Complete, verify and submit accurate invoicing for LEP, BFET, Prime, Basic Food, Social Services, and city contracts invoices in a timely matter.
- Prepare and produce monthly spreadsheet for DSHS that reconciles program data and billing totals.
- Reconcile all direct client support services with finance before submitting invoices.
- Stay current with all billing procedures and contract requirements.
- Work closely with the Employment Program Coordinator and Billing Specialist to research denied ORIA billings and take appropriate steps to accurately prepare for resubmission.
Administrative
- Maintain effective operation of the office and assist with coordination of agency activities.
- Work with Program Supervisors to make sure that case managers and ESL teachers are meeting requirements of related contracts.
- Monitor EJAS case notes to ensure accuracy and correspondence with services offered to the client at the time of the LEP Employment and ESL services.
- Ensures program staff deliver effective service delivery.
- In tangent with Senior Director of Family Empowerment and Program Supervisors interview hire and train new employees.
- In collaboration with the Senior Director of Family Empowerment and Program Supervisor, work with staff to evaluate programs, identify needs, improve services, and implement new services.
- Supervise and assign duties ln collaboration with the Senior Director of Family Empowerment.
- Attend program meetings, staff meetings, and trainings.
- Attend meetings as requested by the Executive Director and Senior Director of Family Empowerment on behalf of the agency and in the absence of the Senior Program Director.
- Provide monthly demographic/statistical and contract related data to the ED, Senior Director of Family Empowerment and Development.
Staff Support & Information
- Develop and maintain up-to-date administrative files with correct billing codes.
- Perform biweekly one on one supervision meeting with LEP Employment Case Managers, Employment Program Coordinator and Program Supervisor to provide support, ensure contract compliance, and meet monthly goal set by ORIA.
- Directly supervise LEP Employment Case Managers and Employment Program Coordinator.
- Directly supervise Family Empowerment supervisors.
- Consult staff in problem-solving, identifying opportunities, and providing input on staff development to ensure quality program development and staff retention.
- Develop and maintain strong working relationships with all ReWA programs and Family Empowerment Program staff.
- Perform monthly review of staff files to ensure compliance with contract requirements
- Perform annual staff reviews with employment staff and program supervisors and ensure quality reviews of ESL and Social Services staff are performed.
- Other duties assigned by the Senior Director of Family Empowerment.
Minimum Qualifications
- BA/BS in Social Services or any combination of education and/or experience that has provided the foundation, skills and abilities necessary to satisfactory perform the job duties,
- Two years’ management experience in a non-profit/public sector setting including budgeting and contract management.
- Demonstrated knowledge and experience working with refugee’s and immigrant communities
- Competency in organizational development and strategic planning.
- Competency in word processing, spreadsheet, database and accounting software and knowledge of network administration.
- Excellent oral and written communication skills.
- Excellent leadership and problem-solving skills.
- Demonstrated ability to effectively facilitate communication and collaboration.
- Ability to effectively supervise, inspire and manage staff; able to provide organizational and individual direction, mentoring, and professional development for staff.
- Ability to effectively manage multiple projects simultaneously and to meet deadlines.
- Demonstrated commitment to refugee and immigrant advocacy.
- Ability to work effectively in a multiethnic environment with sensitivity to and respect for diverse cultures.
