Responsibilities:
The Program Manager will oversee all aspects of the Engineering Support Services (ESS) contract, ensuring the successful delivery of systems engineering, modernization, and logistical support services to the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD). This role requires strong leadership, project management expertise, and the ability to coordinate complex operations across multiple sites. This position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse.
- Manage the overall planning, direction, and execution of ESS requirements.
- Ensure the timely delivery of all services and products within budget and to the satisfaction of stakeholders.
- Supervise a diverse team of engineers, logisticians, and administrative staff.
- Ensure personnel are trained, qualified, and performing at optimal levels.
- Serve as the primary point of contact for the Government, including the Procuring Contracting Officer (PCO), Contract Specialist, and Contracting Officer’s Representative (COR).
- Conduct biweekly status meetings to provide updates on contract execution, performance risks, and mitigation strategies.
- Oversee financial performance, including budgeting, forecasting, and cost control.
- Implement Earned Value Management (EVM) to track and report on program performance metrics.
- Identify potential risks to contract performance and develop mitigation strategies.
- Maintain a risk register and regularly update stakeholders on mitigation progress.
- Establish and maintain quality control processes to ensure deliverables meet or exceed contractual requirements.
- Conduct regular audits and implement corrective actions as needed.
- Prepare and submit all required contract deliverables, including Monthly Contracting Officer’s Management Reports. Emergency Muster Reports. Personnel rosters and training compliance reports.
- Ensure all deliverables comply with applicable classification markings and security guidelines.
- Coordinate and oversee support at multiple NSWC PHD sites, including remote and OCONUS locations.
- Ensure readiness for emergent tasks requiring personnel deployment within 48 hours.
- Other duties as assigned.
- Bachelor’s degree in Engineering, Business Administration, or a related field.
- Master’s degree preferred.
- Minimum 10 years of experience in program management, preferably within DoD or Navy contracts.
- Proven track record of managing large-scale government contracts with budgets exceeding $50M.Certifications: Project Management Professional (PMP) certification required.
- Active Secret Security Clearance.
- DAWIA Level III Program Management or equivalent preferred.
- Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment. Familiarity with Navy Enterprise Resource Planning (N-ERP) systems.

Pay Range:USD $125,200.00 - USD $180,890.00 /Yr.
