TRC is currently interviewing for a Program Manager in our Power Sector located in TRC’s Richmond, VA office or Manassas, VA.
Position Overview:
Seeking a motivated individual with electric transmission and substation permitting, routing, and siting experience. Program Manager will lead design work, strategizing, assessing, planning, siting, permitting, and routing for both overhead and underground electric transmission line and substation site/civil projects across Virginia including new projects, rebuild projects and reliability projects. Emphasis and experience preferred in Northern Virginia permitting and compliance.
Position requires a very high level of communication and coordination with clients to maintain project schedule(s) and good work relationships, both internal and external. Requires client business development and relationship building to secure workload.
Responsibilities:- To perform this job successfully, an individual must be able to perform each essential duty meeting external and internal client expectations
- Collaborate with Client Project Managers, Permitters, Designers, and Survey
- Prepares site plans to permit Dominion projects through DEQ or local municipalities (northern VA experience a plus)
- Full site plans for substation expansions/retrofits or new substation construction
- E&S plans or transmission easement access plans for transmission line projects
- Traffic control plans for all related work in VDOT (also NOVA experience with VDOT a plus) or city/county ROW.
- Coordinate with Dominion to secure DEQ or ACOE environmental permits:
- Includes coordinating review with TRC’s ESC/SWM plan reviewer to ensure all of Dominion’s annual standards and specifications are met in plan.
- Complete all paperwork necessary to secure DEQ permits.
- Coordinates with TRC environmental group on ACOE permit packages
- Train and mentor staff
- Prepared Real Estate Easement and Agreement Exhibits
- Site/Civil Substation Plans
- Develop Grading and Drainage Plans
- Erosion and Sediment Control Plans
- Stormwater Management Plans & SWPPPs
- Provide oversight of Landscape Plans and Buffer Screening Plans
- Develop Maintenance of Traffic Plans including Path Closures and Detours
- Develop Noise Waivers
- Submit permit applications through municipal online systems and track approvals
Prepare Routing Studies, SCC Application Appendix, DEQ Supplement and Environmental Justice Documents
Coordinates with other vendors (substation engineering or transmission design) all necessary permit materials for applications
Attends and runs project update meetings with Dominion and project meetings with county/city staff as Dominion's representative for permitting
Conducts FAA determinations for transmission structures being installed near airports to see if notices are required
Submit to and obtain local and state agency approvals for construction
Maintain QA/QC processes

Compensation: Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.
Other Compensation: Employee may be eligible for participation in the Company’s annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
Qualifications:- Bachelor’s degree or degree in related field
- Civil or Electrical PE License preferred
- Routing/permitting in Northern Virginia region
- Dominion Energy experience preferred
- Minimum of 10-15 years of communications and/or electrical design experience
- Minimum of 10-15 years of Site/Civil or related design experience
