Summary:
Yorktown Systems Group is seeking a qualified Program Manager to support The National Security Agency/Central Security Service (NSA/CSS). The NSA/CSS requires cryptologic professionals with high-level language proficiency, as well as regional and cultural expertise, to meet mission requirements and to provide critical, actionable intelligence to support U.S. and Allied warfighters. The NSA/CSS National Cryptologic School (NCS) is charged with implementing an end-to-end training program to develop and assess this high-level capability in language and cultural expertise for all cryptologic analysts worldwide. The NSA/CSS NCS College of Language and Area Studies supports the Cryptologic Training System (CTS) Manager and the NSA/CSS Senior Language Authority (SLA) by planning for, executing, and assessing all cryptologic language and area studies training programs and initiatives. NSA/CSS will contract with external providers to support the design, development, and teaching of cryptologic language, language-related, and area studies content.
NSA/CSS requires its language analyst workforce to be proficient not only at foreign language reading and listening comprehension, but also at applying that proficiency in performing tasks in Signals Intelligence (SIGINT) and Cybersecurity Operations, also referred to as Cryptologic Operations. Cryptologic language training differs from academic or general proficiency language study because it teaches students to apply language skills for operational purposes. In performing cryptologic operations, language professionals must understand a variety of complex oral and written communications. In addition, they must transcribe, translate, gist, and/or summarize audio, video, and written materials, write reports, and perform research. Cryptologic operational activities also include documenting the speaker’s/author’s intent and attitude, and providing analysis and insight into the meaning, context and implications of the communications.
Specific duties may include, but are not limited to:
- Directly oversee all aspects of the contract to include cost, schedule and performance and shall provide the technical, managerial, and administrative support necessary to ensure the effectiveness and integrity of this effort.
- Plan, direct, manage and report on all Delivery Order (DO) plans, performance and progress under the REDRABBIT contract.
- Responsible for managing the overall effort to include planning, coordinating, sub-contract management, schedule development, cost, performance and schedule management, manpower allocations, security oversight, briefings, reporting, and creating all documentation required in the oversight and control of REDRABBIT activities as defined in this SOW and individual DO.
- Organize and conduct the monthly Contract Status Review, provide minutes, and track action items until resolved.
- Report on contract issues, as well as provide recommendations for resolution of contract-related issues.
- Routinely communicate with the Contracting Officer (CO) and primary Contracting Officer’s Representative (COR-P) as well as provide notification to the COR-P of any event which may jeopardize cost, schedule, or technical performance.
- Coordinate with CONUS and OCONUS site locations and provide required paperwork and site access facilitation efforts.
- Daily management and supervision of all regional contractor personnel, planning and execution of the DO in support of the Government defined requirements, periodic reporting of the DO status and coordination of contractor support activities.
Required Qualifications:
- PMP certified with ten (10) years of experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity. Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management will be accepted in lieu of PMP.
- Experience managing cryptological organizations and/or training programs of similar size and scope, is preferred.
- Must possess an active TS/SCI clearance
