About the Job
ActioNet has an open opportunity for a Program Manager eligible for TS/SCI Clearance. ActioNet is an IT service provider and solutions integrator headquartered in Vienna, VA that works with the Federal Government and Department of Defense.
The Program Manager overseeing this effort will ensure the efficient delivery of IT and engineering services, including network and telecommunications support, web/database development, and cyber security for our DoD federal client. They will coordinate daily operations across six functional divisions such as Systems Administration, Networks, and Information Security, aligning efforts with the mission of military education and combat readiness.
The Program Manager will also support research, analysis, and operational planning exercises to aid Navy leadership in shaping future strategies and decision-making. Additionally, they will facilitate maritime security cooperation through international collaboration and training.

Key Responsibilities
- Program Management: Direct, execute, and control all elements of the task order, including cost, schedule, and performance reporting. Serve as the single point of contact for all matters involving task order performance.
- Technical Leadership: Oversee technology assessments, systems design, systems analysis, programmatic support, acquisition planning, and budget planning.
- Project Oversight: Manage project personnel, schedules, work assignments, and resource allocation. Ensure projects are delivered on time and within budget.
- Team Supervision: Lead, mentor, and support team members, fostering a collaborative and productive work environment.
- Compliance: Ensure adherence to all relevant DoD, and industry standards, guidelines, and policies.
- Customer Engagement and Reporting: Support customers in developing strategies and concepts in alignment with their mission, vision, and direction. Generate and ensure timely submission of all required reports, including Contract Data Requirements List (CDRL) reports, and provide regular updates on project status, risks, and financial health.
- Proposal Support: Assists in proposal capture and development activities.
Required Qualifications
- Active TS/SCI or eligible to obtain a clearance
- A bachelor’s degree preferably in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business.
- Minimum of fifteen (15) years of technical experience in support of programs/projects, including equipment support, system support, and programmatic support.
- At least eight (8) years of program management experience, including technology assessments, systems design, systems analysis, programmatic support, acquisition planning, and budget planning.
- Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
Preferred Qualifications:
- Minimum of five (5) years of experience managing enterprise data center or cloud hosting projects.
- Experience as an Agile/Scrum PM, including design/development, production, installation, and test & evaluation of enterprise datacenter and cloud hosting environments.
- Familiarity with Jira, Confluence, MS Teams, and ServiceNow.
- Agile Developer certification or Certified Scrum Developer certification
Required Certifications:
Project Management Professional (PMP) or Program Management Professional (PgMP) Certification, or DAWIA Advanced/Level 2-3 in Program Management.
