SAFETY SENSITIVE: HIGH – position is subject to pre-employment physical, drug and alcohol screening.
The starting wage for this position is $40 per hour.
** Regular on-site attendance and travel to other locations in Sonoma County is required.**
CHARACTERISTICS OF THE JOB: Under the leadership of division director, position is directly responsible for developing, implementing and monitoring program activities to ensure a consistently high-quality program and services. The Program Manager leads a team and assures the team’s successful delivery of services to clients, as well represents the agency at meetings and events in the community. Working hours of the Program Manager may vary to meet the needs of the program.

WORK ENVIRONMENT: Up to 50% of time may be spent traveling and meeting within the county in office spaces and/or public locations. When on-site, clean, well-ventilated office space, overhead lighting, carpet, temperate climate, and constant exposure to moderate business office noise levels, such as office machines, conversations, and foot traffic.
PHYSICAL REQUIREMENTS: Standing/sitting intermittently throughout the work shift; repetitive finger movements with frequent computer use; bending and stooping. Good visual acuity. Ability to regularly lift and move 10 pounds and occasionally lift and move up to 25 pounds.

ESSENTIAL FUNCTIONS:
PROGRAM MANAGEMENT
- Plan and implement work assignments and outreach activities that meet program, grant, and budget requirements, as well as target numbers of participants served.
- Coordinate staffing, schedules and assigned tasks to ensure consistent and high-quality delivery of services
- Oversee staff and ensure that client-related records, including database entries, are current, submitted in a timely manner, and meet organizational, contractual, CARF, and other relevant standards
- Actively participate in the identification and development of innovative new programs and services, as requested
- Direct job development activities and coordinate with Job Link and Sonoma County Youth Ecology Corps to ensure meeting and exceeding placement goals for program
- Participate in the development and management of the annual budget as it applies to assigned program(s)
- Review all invoice data for completeness and accuracy, and submit for billing in a timely manner to safeguard program funding
- Oversee partner agencies that are designated as sub-contractors, including training and monitoring performance to ensure compliance with contracts
- Build and maintain relationships with community organizations/individuals who provide referrals to the program, get referrals from program and support youth in their career pathways. This will include Sonoma County Human Services, community-based organizations, schools, volunteer mentors and others as required to successfully deliver services
- Develop and update procedures for all assigned programs annually or as needed to remain accurate and applicable to current contract, CARF and agency standards
TEAM MANAGEMENT
- Manage recruitment and selection of qualified staff; supervise assigned staff according to organizational policies in order to maintain a high level of performance and delivery of services
- Oversee work quality and training/development needs for all staff to assure successful delivery of services
- Ensure timecards and other employee records are accurate and submitted in a timely manner
- Prepare and deliver thoughtful and accurate annual evaluations according to GIRE standards for all staff who directly report to you
- Implement and support the agency Safety Program including: ensuring the timely and accurate submission of Incident Reports and other required documents
LEADERSHIP
- Provide leadership to team by setting vision and expectations and working to achieve the vision
- Drive the development and implementation of short-term and long-term program and departmental goals, including reporting on outcomes
- Represent agency at position and/or program specific meetings, to include County meetings, networking events, GIRE Board of Directors meetings, etc. which will include some evening and weekend events
- Collaborate with other agency staff on division or agency-wide initiatives as assigned
- Participate on at least one GIRE committee and encourage continuous quality improvement throughout the agency
- Represent and promote programs and services to employers, community-based organizations, partners, and others as appropriate to increase placement opportunities and determine employer and community needs and to generally serve as a positive agency representative in the community

QUALIFICATIONS:
- Bachelor’s degree or Associate’s degree plus 2 years of relevant work experience.
- Experience in program management including budget management, planning and implementing program objectives, establishing and meeting timelines and deadlines, and managing multiple priorities.
- At least one year of experience working with youth.
- At least two years of supervisory management experience.
- Must be fingerprinted and approved by the Department of Justice prior to start of work.
- Valid CA Class C Driver’s License with at least 3 years of regular driving experience, and an MVR allowing insurable status.
- Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate that the essential functions of the job can be performed, with or without reasonable accommodations.
