The Massachusetts League of Community Health Centers (League) was founded in 1972 as one of the country's first state Primary Care Associations (PCAs). Established under the same federal authorizing legislation as the health center program (Section 330 of the Public Health Service Act), PCAs are organized around a set of core functions and competencies that provide a framework for support and assistance to health centers and the communities they serve. The League is a non-profit 501(c)(3) organization registered as a public charity with the Commonwealth's Secretary of State. It maintains a professional staff at its headquarters in Boston and its training center in Worcester.
Position Summary:
The Massachusetts Executive Office of Health and Human Services (EOHHS) has contracted with the League to administer multiple state-wide student loan repayment programs for clinicians and staff providing primary care and behavioral health care in a variety of institutions across the state. The Program Manager provides operational and thought leadership as well as subject matter expertise to successfully implement and operate the programs throughout the application, award, contract, and loan disbursement process.
Essential Functions:
- Assist in the development, preparation, and execution of new loan repayment programs to support health and human service workers in Massachusetts. Funding for the program is more than $300 million.
- Oversee the application process and monitor daily application volumes.
- Resolve highly complex cases from applicants and awardees via email and telephone.
- Review student loan repayment applications to ensure completeness and accurate determinations.
- Develop program processes and make recommendations for improvement.
- Identify and escalate program issues in a timely manner to the appropriate level of management.
- Assist with training and development of program coordinators.
- Track and provide data on volumes, cases, and trends to team, leadership, and external partners.
- Operate as a point of contact for external partners.
- Develop and oversee employment and loan verification processes, contract award, review processes, and loan payment processes.
- Manage recoupment process.
- Participate in policy and procedure development process and revision of existing policies. Use experience and knowledge to provide thought leadership.
- Ensure that all policies, procedures, regulations, and guidelines are followed
- Participate in program meetings
Competencies/Skills:
- Demonstrated proficiency with MS Office applications, especially Word, Excel and PowerPoint
- Proven ability to juggle and prioritize multiple, often competing, priorities in a fast-paced environment
- Strong project, program management, organizational, and multitasking skills
- Ability to coach and train staff
- Conflict resolution and problem-solving skills
- Knowledge of project management software and CRM applications preferred
- Excellent communication skills via telephone, email, and in-person
- Teamwork and motivational skills
- Commitment to working to promote the healthcare of vulnerable populations
Education/Experience:
- Bachelor's degree required, preferably in business, public health or behavioral health or relevant work experience
- Experience - 1-3 years of increasing responsibility in a relevant field
