Catholic Charities is seeking a full-time Program Manager for our School Based Services department.

Our programs include comprehensive counseling services for all ages, basic emergency assistance including operating 8 food pantries, mental health services, chemical dependency treatment, educational and job readiness services, services to older adults, marriage counseling, immigration and refugee assistance and a variety of programs that address prevention and treatment of a number of family issues.

JOB SUMMARY:
Responsible for direction of daily program operations, budget oversight, and direct administrative and supportive supervision of the In School Social Work and Early Childhood Social Work Programs. Largely responsible for sustaining and growing/expanding program, and preserving essential partnerships and relationships with key stakeholders, including attending program related meetings and coordinating meetings with school administration
ESSENTIAL FUNCTIONS:
- Exemplify Catholic Charities' mission, vision, guiding principles and policies and procedures.
- Promote and model adherence to high ethical standards, consistent with the Catholic Charities' Corporate Compliance Program, Code of Ethics, legal mandates & labor laws, Department of Social Services policies and procedures as outlined in contracts, City of Buffalo's policies and procedures, and other contractual/accreditation (e.g. COA, BBB) standards.
- Communicate regulations, standards, applicable policies and procedures to team members and monitor compliance. Maintain program policies & procedures and uniform practice standards that align with above standards
- Partner with human resources department to recruit, orient, and monitor a diverse team of social workers, clinicians, and case managers.
- Provide regular programmatic and clinical supervision to program staff and supervisors
- Model and endorse a client-centered, engaging, strengths-based, solution-focused, and trauma-informed care approach to services. Cultivate a culture of sensitivity and respect for equity and diversity.
- Assist with developing, managing and monitoring related program budgets. Monitor monthly revenue/expense reports
- Routinely utilize Case Management database systems to run reports/queries to monitor staff adherence with timely entries and manage productivity and quality performance. Compile and analyze all data.
- Complete narratives for grant reports with existing program outputs and outcomes; develop grant narratives for new or renewal applications
- Respond (verbally and documented via Incident Report system) to crises and high risk/safety concerns; Identify and implement corrective action as necessary.
- Lead design of and implement a quality assurance procedure to monitor adherence to program standards, regulations & procedures and service targets/outcomes, including routinely reviewing case records to assure compliance with agency regulations
- Actively cultivate and expand strategic, strong and resilient relationships with key stakeholders, referral sources, and service partners, to assure effective coordination of services and collective solution-building. Routinely evaluate stakeholder (service recipients, partner providers, community, etc.) satisfaction and likeliness to promote CCB, the In School Social Work and Early Childhood Social Work programs.
- Actively engage in progressive initiatives and team with Senior Director of School Based Services and Program Supervisor(s) to expand resource and revenue avenues to sustain and grow programs.
- Facilitate professional development opportunities to support staff's skills and expertise to foster quality service provision, including effective utilization of individual and group supervision sessions and home/community safety strategies/ procedures. Provide guidance, consultation, and direction to staff members with regard to screening, assessment and service delivery as needed.
- Conduct provisional and annual performance evaluations as required; maintain performance accountability and implement corrective supervisory action as warranted.
- Occasionally hold small caseload of clients to support program operations
MINIMUM REQUIREMENTS:
EDUCATION: Master's degree in social work or Mental Health Counseling. NYS Education Department license in Social Work (LMSW/LCSW), Mental Health Counseling (LMHC), or Psychology
EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES:
- At least two (2) years providing supervision to a team, or four (4) years of related social work experience and demonstrated ability to perform position responsibilities
- Demonstrated ability to engage, lead and maintain effective relationships with internal and external teams
- Demonstrated agility, initiative, ability to work independently and efficiently (effective organizational and time management skills) and produce results
- In-depth familiarity with WNY community and continuum of human services systems, organizations and resources
- Fluent in computer applications, such as Microsoft Office Suite & electronic database systems; electronic medical records a plus
SPECIAL REQUIREMENTS:
- Requires travel - must possess valid NYS driver license and agency-required level of auto insurance coverage and be able to travel as needed within the eight county WNY region.
- Must be prepared to work a flexible schedule in order to allow for oversight of daily operations, as well as agency-related activities/events that take place outside of typical business hours.
