Odyssey Systems has an exciting opportunity for a Program Manager providing support to the Air Force Life Cycle Management Center/PEO Electronic Systems Directorate (AFLCMC/HB). The Air Force Program Execution Office for PEO Electronic Systems (AFPEO/HB) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the PEO Digital portfolio, which includes over 130 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO Digital Directorate is headquartered at Hanscom Air Force Base, MA with geographically separated operating units CONUS and OCONUS.
This is a part time position located at Hanscom Air Force Base, MA and directly supports the Chief Architect for the Deputy Chief of Staff for Intelligence, Surveillance, Reconnaissance and Cyber Effects Operations.
Responsibilities:In this role you will have comprehensive knowledge of principles, policies and practices of engineering search, system acquisition and program management, as well as knowledge of roles and relationships within the HB and small business community. You be able to plan, research, analyze and assess system suitability for potential integration into to HB portfolio of programs. Position will organize industry days, interface with local small businesses and the tech director's of system acquisition in terms of development, production and deployment of weapons systems and associated equipment; formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives.
Responsibilities may include but are not limited to:
- Support and develop various briefings/schedules of program status and acquisition tasks to senior management. The Contractor shall support Program Acquisition Reviews (PAR), senior level meeting/reviews and IMP/IMS reviews.
- Extensive background supporting all aspects of sound acquisition planning ans systems architecture
- Knowledge and experience in executing programs with prime contractors, sub-contractors and suppliers from foreign countries
- Ability to independently and successfully perform as representative (with no decisional authority) for the program office
- Demonstrated experience in the preparation and support of various program office activities and meetings, to include U.S. Government-internal meetings, case meetings, design reviews, Program Assessment Reviews, Interface Control Working Groups (ICWG), Technical Interchange Meetings, and case reviews
- Working level understanding of the DoD Command and Control Systems as it relates to technology architecture.
- Manage the Collaborative Architecture Working Group (CAWG)
- Contractor shall perform all functions necessary to coordinate, schedule, conduct, and archive CAWG Meetings
- Contractor shall construct and maintain a CAWG Team site on the DAF Teams Tennant on NIPRNET
- Contractor shall construct and maintain CAWG SharePoint Sites on SIPRNET.
- Contractor shall document, track, and report on CAWG lines of effort
- Contractor shall prepare briefing slides, papers, and other forms of electronic communications such as email, chat, OneNote, and whiteboard
- Establish and populate the DAF Enterprise Architecture Repository
- In coordination with other government agencies, establish and maintain a DAF Enterprise Architecture repository and framework on the Defense Intelligence Mission Area (DIMA) Architecture Federation and Integration Portal (AFIP) Digital Engineering Environment.
- Maintain the repository and framework on NIPRNET and SIPRNET.
- Establish governance and standards for developing and integrating project architectures.
- Facilitate offices in hosting and integrating project architectures in the repository and enterprise framework.
- Administrative Support to the AF ISR Chief Architect
- Contractor shall support the AF ISR Chief Architect by scheduling meetings, monitoring tasks, reviewing task responses, and providing clerical work.
Citizenship: Must be a US citizen
Minimum Required Qualifications
Clearance: Must hold an active Secret clearance
Education: BA/BS Degree
Years of Experience: 5 years of directly related experience, 2 of which must be in the DoD
- Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of DOD programs
- Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines, be able to recommend viable solutions to problems and the pursuit of alternative courses of action
- Effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, and plans)
Preferred Qualifications:
Education: Bachelor’s or Master’s Degree in a related field and at least 3 years of experience in the respective technical / professional discipline being performed, 2 of which must be in the DoD
Good Organizational Skills
Experience in all MS Tools and softwares including SharePoint and calendar management
Ability to Communicate with all levels of management and the general public
Ability to interpret technical requirements and relay them to non technical persons for execution
Professional discretion and tact dealing with senior executives
