UDR is seeking qualified candidates for a Program Manager opportunity for our customer in Aiken, SC to support the Savannah River Site.

DUTIES
Manage established project costs, schedule, and technical baselines and provide effective management of project staff and matrix personnel to control baselines. Establish baseline schedules and costs for the current work year plan, annual operating plan and five-year budget baseline for assigned projects. Develop Life Cycle scope, cost, and schedule estimates for projects consistent with DOE funding guidance and project scope. Ensure projects are managed in accordance with DOE Order requirements and Regulations. Manage professional and non-exempt employees to include career development, motivation, performance review, and salary administration. Utilize input from senior managers, program managers, and plan staff to plan and develop annual manpower forecasts, salary forecasts, and personnel evaluations. Act as the primary interface with DOE-SR and DOE-HQ on all project initiatives. Responsible for assuring award fee items are resolved within allotted time. Negotiate program priorities with regulatory agencies and obtain approval of regulatory documents, innovative technology, and remedial actions. Initiate and deliver concise and accurate oral and written presentations to internal and external customers on project status, changes, and alternative approaches. Manage project efforts to ensure project progress is within schedule, cost, technical, environmental, and legal baselines. Ensure timely submittal of all required progress and status reports. Establish and monitor productivity improvement goals and implementation plans by evaluating DOE reviews and audit, assigning sponsors, and tracking progress. Act as an technical project management advisor to assigned project management teams, peers, less experienced project managers, and SRS senior management, and external customers.
Work Hours: A 40-hour work week is scheduled. SRNS utilizes various work schedules including 5/8s (8 hour/day; five days per week), 4/10’s (10 hours/day; four days per week), and 9/80’s (9 hours/day, five days on week AA and four days on week BB. Work week excludes SRNS holidays. Each workday has 30-minute lunch. Overtime will be expected at times to meet deliverables and will be utilized at the discretion of the Manager.
REQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCE
Education: Bachelor's degree in an engineering, business management or construction management and at least 20 years combined experience in project controls/project management.
Experience/Skills: Expert knowledge of Primavera P6 scheduling software including resource/budget loading schedules. Experienced in the integration of P6 schedules and Cobra cost processor. Experienced in DOE 413.3B Earned Value Management System (EVMS) and Critical Decision (CD) processes and their application to project scope. Experienced in development of lifecycle baseline schedules. Knowledge and experience in aligning work scope to Work Breakdown Structures (WBS) to facilitate cost accounting. Demonstrated experience in analyzing and proposing solutions to technical and programmatic issues associated with schedule execution. Experience with baseline development, monitoring performance to the baseline, performance reporting vs. the baseline, project controls and formal change management process application to the baseline. Experience in the development and application of performance metrics to improve performance relative to the baseline. Experience in integrating schedules developed by multiple organizations including conflict resolution. Candidate must have effective interpersonal skills including verbal and written communication skill application. Candidate must be proficient with computer software to include word processing, spreadsheet development and application, MS PowerPoint and database utilization. Since the successful candidate will be integrating scope based in SRS K-Area facilities, contemporary experience in SRS facilities, especially K-Area is highly desirable.
OTHER REQUIRED QUALIFICATIONS
Area Security Access: Candidate must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments.
