Texas Health and Human Services Commission requires the services of 1 Program Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Program Manager 3, Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Under the direction of the Health and Human Services Commission (HHSC) chief of staff, the program manager is responsible for overseeing a large-scale, heavily information technology influenced master project that includes multiple subprojects, with a focus on successfully driving delivery of strategic and transformational change through proven leadership and direction. The program manager will develop and maintain a high-level timeline for both master and subprojects, in coordination with a cross functional team; detailed timelines for each project, to include an integrated project schedule, when needed. The program manager will lead meetings and report regularly to executives and the associated steering committees on project status, including budget, scope, schedule, resources, issues, and risks in collaboration with the project team. The program manager will have strong working knowledge and skills in waterfall and agile (including SAFe agile) project management methodologies.
Program Manager Duties:
Provides overall leadership, direction, and oversight of all aspects of the projects.
Enforces Committee-established project roles and responsibilities.
Identifies and plans for needed resources.
Assists with and manages project and procurement timelines, including the sequence and cadence.
In coordination with any assigned HHS employee or contractor to facilitate and manage various project times and resources to ensure a successful procurement
Develops, maintains, stores and archives project plans, artifacts, and required documentation for each procurement, project, and subproject in coordination with the project team.
Serves as the primary point of contact for project communications and status reporting.
Coordinates stakeholder participation in project planning, execution, change control, and closeout, maximizing involvement during each.
Performs risk management, to include identifying and documenting risks, and recommending and employing risk-mitigation strategies.
Performs other duties as assigned as required to complete each project.
This position is a hybrid position; however, on-site meetings will be required, as specified by executive management, and may be held on any day of the week.
