Overview
The Program Director is part of the leadership team and a thought partner with the Executive Director and Finance and Operations Manager. This position is responsible for visioning and leading programming with statewide impact, advancing strategic relationships and key strategies to advance the mission while balancing the needs of the membership, organization, and staff.
This is an opportunity for an experienced individual with demonstrated leadership and supervisory skills and a commitment to survivors of domestic violence in Hawaiʻi.
All staff is expected to participate in domestic violence, multicultural, and anti-oppression activities and training and perform all work in a culturally responsive manner consistent with HSCADV’s mission, vision, and principles of unity.
Duties
- Oversee all projects of the programmatic staff;
- Lead the development of online and in-person training and technical assistance opportunities for HSCADV membership programs and community partners to enhance their capacity to meet the needs of survivors of domestic violence and their families. Topics include, but are not limited to:
- - dynamics of domestic violence
- - the intersection of race and culture
- - health
- - child development
- - housing
- - language access
- - immigration issues.
- Lead the planning and execution of the annual membership conference:
- - research, plan, and coordinate with speakers, sponsors, vendors, and other key stakeholders;
- - assist with event logistics and on-site coordination;
- - recruit, train, and manage volunteers as needed.
- Provide supervision of programmatic staff including the development of workplans, evaluations, and other personnel matters to ensure strong competency, capacity building, and overall professional growth.
- Maintain a working knowledge of emerging issues and trends pertaining to domestic violence.
- In collaboration with leadership, identify funding opportunities and craft compelling grant proposals securing funds for HSCADV.
- Assist in the execution of HSCADV policies and procedures for grant administration and other requirements of funders, including, but not limited to:
- - maintenance of related contract and program files and review of data reports;
- - write and submit narrative reports to funders.
- Work with HSCADV staff to coordinate quarterly membership and shelter meetings, and Domestic Violence Awareness Month (DVAM) events.
- Field and resolve high-level program issues/concerns raised by clients, partners, and stakeholders as needed.
- Collaborate with the membership Policy Committee to inform any statewide advocacy efforts.
- Ensure compliance with HSCADV’s policies and procedures and applicable local, state, and federal laws.
- Participate in HSCADV’s strategic planning process and implementation.
- Represent HSCADV at statewide and national events or conferences as requested by the Executive Director.
- Represent HSCADV on community councils, committees, and/or multidisciplinary teams as requested by the Executive Director.
- Perform other duties as needed to support the mission of HSCADV.
Requirements

- Able to work collaboratively to develop plans and work independently to create high-quality results.
- Comprehensive understanding of domestic violence and sexual violence.
- Familiarity with generally accepted policies and practices that impact survivors and domestic violence, and their children.
- Knowledge of systems advocacy and how to effectively work with nonprofit, government, and for-profit institutions.
- Understanding of Hawaiʻi systems, structures, and community.
- Demonstrated understanding of principles of adult learning, including a proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor, and evaluate).
- Ability to problem-solve and research needed information with difficult and diverse situations and interpret complex rules and regulations.
- Five (5) years supervisory experience.
- Familiarity with the technology that HSCADV uses (including but not limited to Coalition Manager, Articulate, Descript, Monday, Slack, and the major social media platforms), or willingness to learn.
- Proficient in Microsoft Office, Google Suite, and Dropbox applications.
- Flexibility to travel.
- Passion for the mission, vision, and Principles of Unity for HSCADV.
Working Conditions
- Generally good working conditions with little or no exposure to extremes of heat.
- Equipment use: computer, cellphone, and general office equipment.
- Work hours: generally, from 9 am to 5 pm, Monday through Friday, occasional evenings and weekends.
Physical Demands
- Generally sedentary work.
- Occasional days in excess of eight hours.
- Occasionally move boxes and/or audio/visual equipment weighing up to 30 pounds for various training and event needs.

Travel Requirements
This position requires occasional travel to conduct in-person trainings on Oʻahu and the neighbor islands, build relationships with member programs and allied organizations, engage with HSCADV staff, attend funder-required meetings, and engage in professional development and networking opportunities. This may include:
Travel to the U.S. Continent up to 1-3 times a year, depending on funder requirements and the availability of funds; and
Travel to the neighbor islands quarterly (each typically a day trip).

Valid driver's license, self-insured vehicle.
Compensation
This position is exempt from the wage and overtime provisions of the federal Fair Labor Standards Act.
