Program Coordinator I - Outreach and Education Program - Boston Public Health Commission

The Outreach & Education Program of the Environmental & Occupational Health Division works with individuals, community groups, small businesses, and others to provide education, technical assistance, connection to resources, and other supports to prevent or eliminate adverse health impacts from environmental factors at home, work, school, and in public spaces. The Coordinator advances the Division's efforts to meet the BPHC mission by working with Division Inspectors to provide case management services and connection to resources for clients dealing with lead poisoning and other environmental hazards in their homes, workplaces, and public spaces. The Program Coordinator also plays a central role in development of educational materials and conducting community outreach and education
efforts such as representing the Division at community events or leading classroom trainings. The Program Coordinator may also produce project and ongoing activity reports and support record keeping by Outreach & Education staff.


DUTIES


* Works with Environmental & Occupational Health (EOH) Division Inspectors to manage complex environmental health cases by providing in-home education to families, connecting clients to resources with other agencies, and conducting follow-up with clients on compliance with Inspector orders, medical follow-up, support resource
follow-up, etc. Cases managed will include, but are not limited to, cases of lead-poisoned children and enforcement of the MA Lead Law, home environmental quality complaints such as mold and pest infestation, and unhealthy workplace environmental conditions.
* Coordinates, monitors, develops and implements projects and/or initiatives for assigned BPHC program/department.
* Coordinates and monitors program activities to ensure effective operations and compliance with established standards and/or contracted goals & objectives.
* Provides technical assistance and advice to clients, staff, and others; responds to inquiries and maintains liaison with various external agencies to provide information concerning program.
* Seeks out and develops good working relationships with internal colleagues and external partners. Collaborates with various private, state, local and federal agencies, NHC's, and CBOs to further the work of EOH, exchange information, and/or resolve problems. Works closely with the MA Department of Public Health Lead Poisoning
Prevention Program for coordinated case management of lead-poisoned child cases and public outreach.
* As a member of a multidisciplinary team, provides health education to clients, in homes, schools and community-based settings including in-home health education and case management services to families impacted by lead exposure and support to clients of Environmental Health Inspectors needing connection to additional resources or
other assistance. Conducts outreach and provides technical assistance to small businesses on worker health and safety and pollution prevention.
* Represents BPHC and program at meetings, health fairs, and conferences.
* Conducts classroom-style training sessions on environmental health topics including (but not limited to) lead exposure risks, moderate risk deleading practices, bloodborne pathogens and body art, and indoor air quality.
* Coordinates activities which may include case management documentation; assisting with grant writing; report preparation and writing; and assisting with developing and distributing communications, brochures and educational materials. Assists Program Manager with administrative, data management, and reporting tasks.
* Ensures accurate, legible, and current documentation is kept on all outreach and client interactions; including use of computerized case management data systems, production of written case reports, and participation in routine case review sessions.
* Delivers services according to established program protocol.
* May supervise employees.
* Performs other duties as required.


This job description is based on the Program Coordinator series. May be required to perform any and all duties and responsibilities of Program Coordinator I, as set forth in the BPHC Program Coordinator Series.



MINIMUM QUALIFICATIONS


* BA/BS required OR 3 years of equivalent experience in public health program coordination, management and/or community organizing may be substituted for undergraduate degree.
* State Community Health Worker certification or equivalent preferred. Demonstrated experience in individual health education and case management, classroom health education, or community outreach preferred.
* Experience collaborating with clients, and/or providers serving, a variety of populations which may include Gay, Lesbian, Bisexual and Transgender (GLBT) community; communities of color; substance abuse populations; and/or women, families with young children, and youth.
* Ability to prepare reports and to maintain accurate records.
* Ability to write clearly and concisely, and to follow and to give written and oral instructions in a precise, understandable manner.
* Ability to understand, explain, apply the laws, rules, regulations, policies, procedures of EOH activities and case management.
* Prior experience designing public-facing health education and outreach materials strongly preferred.
* Prior supervisory experience preferred; ability to establish rapport with others and to maintain harmonious working relationships with others required.
* Demonstrated knowledge & experience with MSOffice, MSWord/Excel, Windows and/or other software.
* Demonstrated ability to establish effective communications and working relationships with community agencies and providers. Ability to plan, develop, coordinate and evaluate health programs or services for the community.
* Exceptional organizational skills with the ability of developing time lines and meeting deadlines.
* Demonstrated cultural competence with the diverse ethnic, cultural and socio-economic groups. Advanced experience with or knowledge of local community organizations/agencies/health care providers preferred.
* Excellent interpersonal skills and ability to communicate effectively.
