Program and Budget Analyst (SME) - CALIBRE

CALIBRE Systems, Inc., an Employee-Owned Management Consulting and Digital Transformation company, is seeking an individual who will support all missions of the National Guard Bureau J8. The analyst will be familiar with all phases of the Planning, Programming, Budgeting and Execution (PPBE) processes as exercised at the Service, Joint, and DOD levels. The analyst will participate in program and budget analysis, program budget review, and formulation of advice. He or she will assist in preparation and presentation of reports, briefings, and project deliverables. This is an on-site position, with possibility for some telework.

Tasks include:

·Participate in program and budget development, analysis, and review primarily related to NGB matters.

·Assist in assessing issues, providing timely analysis, and developing recommendations for NGB leaders in support of their participation in senior leader forums over the program and budget cycles.

·Assist in developing, staffing, and finalizing NGB senior leader correspondence providing input to programming and budgeting processes.

·Support developing and responding to formal staffing actions.

·Employ analytical skills to develop an empirical basis to support analysis and recommendations.

·Collaborate with staff across the NGB, develop strong working relationships to maintain situational awareness on programming and budgeting issues as well as to facilitate developing recommendations for leaders.

·Provide senior level advice and oversight in support of client requirements.

·U.S. Citizen

·Current Top Secret clearance and eligibility for Sensitive Compartmented Information (SCI).

·Must possess proven analytical and strong organizational skills

·Must be detail oriented and able to multi-task across concurrent initiatives

·Exceptional verbal and written communication and organization skills

·Proficiency in MS Office products

·Must be able to travel

Preferred Skills:

·Proficiency in DOD tasking systems

·Five or moreyears of experience working within the senior defense organizations in the Pentagon (Services, Joint Staff, National Guard Bureau Joint Staff, OSD).Eight or more years working in the DoD. Experience working with senior level Defense personnel, including military.

·Five or more years of experience in program and budget development, analysis, and review as performed by the Army, Army National Guard, or Army Reserve.

Preferred Experience:

·Eight or more years of experience working within the senior defense organizations in the Pentagon (Services, Joint Staff, National Guard Bureau Joint Staff, OSD).Ten or more years working in the DoD. Four years or more working with senior level Defense personnel, including military.

·Eight or more years of experience in program and budget development, analysis, and review as performed by the Army, Army National Guard, or Army Reserve.

·Five or more years of change management, project management, and management experience.

Required Education:

·Bachelor’s Degree from an accredited school by a national or regional accrediting agency recognized by the U.S. Department of Education.

·Graduate of CGSC or ILE if former military officer, commensurate Professional Military Education if former military Warrant, Enlisted or Civil Service.

Preferred Education:

·Master’s Degree from an accredited school by a national or regional accrediting agency recognized by the U.S. Department of Education. Financial or accounting focus preferred.

·Graduate of SSC if former military officer, commensurate Professional Military Education if former military Warrant, Enlisted or Civil Service.
