About the Job
Program Assistant support will consist of the contractor shall perform the following program functions:
a) Assisting with analyzing and managing procurements, financial assistance, other transaction agreements (OTAs), inter/intra agency agreements (IAAs), modifications, invoices, and other financial data
b) Assisting with -financial strategy and planning
c) Assisting with tracking current contracts, modifications and new acquisition expenditures
d) Assisting in the preparation of cost estimates and analyses for acquisitions
e) Assisting with preparation of summary reports for review and analysis
f) Assisting with compliance, monitoring and evaluation
g) Assisting with reviewing and providing comments on financial documents as requested
The Contractor shall provide the resources to assist with developing requirements documentation, assist with documenting acquisition strategy, assist with preparation of independent Government cost estimates, market research and market surveys, pre-award and source selection documentation; assist in the preparation of solicitations; assist with evaluation of bids/proposals for contract awards solely as non-voting advisor; and provide post-award support, as requested by the Government under individual BPA Calls.
2.2.1 Requirements Documentation Support
The Contractor shall provide advice, recommendations, and document support to multiple offices in all areas of the acquisition requirements phase. Staff providing support in this area must have experience working with Federal procurements.
The Contractor shall participate in acquisition strategy analysis and planning; analyze acquisition strategy methodologies and present advantages, and/or, disadvantages. The Contractor shall conduct risk assessments and recommend source selection planning information.
The Contractor shall assist with conducting market research to identify potential sources and contract vehicles. Potential sources shall include socio-economic program participants (i.e., small businesses, SDVOSBs, VOSBS, small and disadvantaged businesses, HUB Zone businesses, WOSBs). Potential vehicles by which Contractor shall conduct market research shall include VetBiz.gov, GSA Schedule vendors, Government-wide Agency Contracts, and other agency contracts. Contractor shall conduct market surveys and prepare written documentation of market research. Contractor shall assist program offices in documenting small business capability analysis. Contractor shall assist with preparing Requests for Information (RFIs) and Sources Sought for use in FedBizOps and other electronic posting announcements.
The Contractor shall assist with preparing documentation for exercising options, assist with review of annual reports, executive findings, conference proceedings, brochures, and other outreach materials to support information dissemination, and analyze data on past performance to predict future results. The Contractor shall provide assistance in researching existing Government-wide contracts for available products and services, assist with evaluating different acquisition approaches, and research available suppliers.
