Summary The incumbent will serve as the Technology Platforms (Power Apps, LEAF, Power Bl, SharePoint, Teams, AchievelT, etc.) Coordinator for the Executive Office and coordinates ongoing data collection and analysis and uses knowledge of System Redesign principles to determine organizational performance. Conducts business process modeling, projects and studies that will impact on the overall functions of the Services in such areas as, policy development and implementation, processes, streamlining, etc. Responsibilities Duties include but not limited to: Serves as Technology Platforms (Power Apps, LEAF, Power BI, SharePoint, Teams, AchievelT, etc.) Administrator for the Executive Leadership Office. Creates, assigns, and removes permissions for the system; creates custom forms; designs workflows; and trains staff on the system. Provides troubleshooting support to resolve user issues as they arise. Designs and develops dissemination and training materials, local standard operating procedure (SOP) manuals, develops and utilizes monitoring tools, and provides through on-site education and training. Serves as a lead technical expert on web product development and management and is responsible for administration and maintenance of LEAF, Power Apps and other Platforms systems for the Executive Leadership Office. Researches and evaluates platforms/operational Systems with respect to its suitability for: (a) communicating information; (b) leveraging efficient use of Agency materials; (c) adaptability to Agency requirements; (d) reporting; and (e) complying with HIPPA and all other applicable Federal laws and regulations. Consults, advises, and educates all levels of employees, including the highest levels of management, on methods and means to integrate and adopt innovative technologies to support users and support staff at all levels of the organization. Prepares reports detailing the progress of data collection efforts, which includes assisting in conducting data analyses, using tables and graphs to display statistics on patients, staff, and clinic operations and providing results that support recommended changes. Applies a range and sequence of analytical steps appropriate for the assigned studies, or portions of studies, from planning through fact-finding to reporting results, Regularly advises and assists Associate Director and HSS with everyday functioning within the office. Assists with all administrative duties such as leading, supporting or participating in committees, boards, improvement teams, or workgroups. Acts as the liaison with the Human Resources Office concerning federal and agency position management processes and procedures. The incumbent supports the Strategic Planning Resource Management, and Executive Leadership Team The incumbent participates in the planning, organization, development, direction, and evaluation of SAVAHCS strategic planning and Resource Management operational platforms. Serves in the capacity of Contracting Officer Representative (COR). Work Schedule: Monday to Friday, 8:00 a.m. - 4:30 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; knowledge of qualitative and quantitative techniques for analyzing and measurement of the effectiveness, efficiency, and productivity of administrative and technical programs; knowledge of platforms (LEAF, SharePoint, Power Bl, etc.) is required as the incumbent will be the administrator of these platform systems for the Executive Leadership Office and knowledge of appropriate VA policies, VA directives, operating procedures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR, 3 full years of progressively higher level graduate education leading to such a degree OR, LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond irst two years of a graduate degree. For example, An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11).
